Description
The Centers for Medicare & Medicaid Services intends to award a logical follow-on, sole source government purchase order, under Simplified Acquisition Procedures to Gerald P. Mulcahy, 1525 Marco Drive, Pasadena, MD. 21122-4832 for the following services. Audit and Reimbursement Expert MAC Cycle One Evaluation Support. This is a continuing effort to a prior purchase order. Allowing the same contractor to complete the evaluation process is essential to staying consistent with the Source Selection Plan for the Cycle One RFP 1 MAC. The Source Selection Plan was created by the Office of Acquisition and Grants Management and was approved by the CMS Chief Operating Officer. The MAC cycle one procurement for Part A and Part B Medicare work cover many aspects of the medicare fee-for-service environment. To ensure complete evaluation of all components represented in this complex statement of work, CMS relies heavily on experienced staff from the various agency departments. An effective panel member must have prior experience on a MAC evaluation team. Additionally, subject matter experts who have served in this capacity are significantly better prepared to support a technical evaluation panel. The contractor will act as both a voting technical evaluation panel member and subject matter expert with a specialty in the audit and reimbursement field. Mr. Mulcahy has over twenty five years of experience in the audit and reimbursement department. He recently served as the technical advisor in this group and participated as a voting technical evaluation panel member on the first MAC jurisdiction procurement. The experience needed for this position is minimum of five or more years experience in both Medicare Part A (intermediary) and Part B (intermediary and carrier) audit and reimbursement programs. The contractor shall demonstrate broad expertise in all key aspects of Medicare FFS audit and reimbursement activities including, but not limited to: Audit and Desk Review Program Development and Implementation, Budget Management, Contractor Performance Evaluation, Cost Report Settlement, In depth knowledge of Statement of Auditing Standards #70 usage, contractor shall have experience serving on previous TEPs where similar FFS contract proposals were reviewed and evaluated. The contractor shall also possess an active Certified Public Accountant (CPA) license. All interested parties must have the same level of expertise as the intended sole source.
