- The Department of Energy (DOE) intends to award a purchase order contract on a sole-source basis to U.S. Civilian Research & Development Foundation, under 10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements, for registering new users to the Iraqi Virtual Science Library (IVSL). DOE and the U.S. Civilian Research and Development Foundation (CRDF), will ensure the creation of separate registration queues for the IVSL for the Iraq Ministry of Oil and the Iraq Ministry of Electricity. CRDF currently manages the IVSL on behalf of the U.S. Department of State's Office of Cooperative Threat Reduction and serves as the Secretariat for the IVSL. CRDF is the only organization capable of expanding access to the IVSL to employees at the Iraq Ministry of Oil and Iraq Ministry of Electricity. This is a notice of intent to award sole-source and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide the products and services, as described above. Interested parties must provide a price proposal and rationale as to why they should be considered. All interested firms must respond by 5:00p.m. EST, within ten (10) calendar days of this notice to: Arness L. Harris, MA-642.2, 1000 Independence Avenue, S.W. Washington, DC 20585. E-mail arness.harris@hq.doe.gov. A determination by the Government not to complete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note (22) of the attachment.
