- Description: HASSLER TYPE CORE HOLDER, RCHJR-1,1.5 DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the TEMCO Company for delivery to our site in Albany, OR for the following: 1. HASSLER TYPE CORE HOLDER, RCHR-1.1.5; SPECIFICATIONS: CORE DIAMETER: 1???, 1-1/2???, CORE LENGTH: 0-6???, WORKING PRESSURE: 5,000 PSI, WORKING TEMPERATURE: 300F, WETTED MATERIAL: 316SS, BODY MATERIAL: STAINLESS STEEL, SLEEVE MATERIAL: VITON 70 DUROMETER, OVERBURDEN PORT, 2 EACH, 1/8??? NPT, FLUID INLET, 1 EACH, 1/8??? NPT, FLUID OUTLET, 1 EACH, 1/8??? NPT, CONFINING PRESSURE LOADING: HASSLER ??? 4 EACH. 2. SPARE VITON SLEEVE, 1??? DIA. ??? 4 EACH. 3. SPARE VITON SLEEVE, 1-1/2??? DIA. ??? 4 EACH. 4. VITON O-RING SETS ??? 4 EACH. 5. BP BACK PRESSURE REGULATOR, SPECIFICATIONS: MODEL #BP-50, WORKING PRESSURE: 100-5,000 PSI, WORKING TEMPERATURE: 200 F, WETTED MATERIAL: 316SS DIAPHRAGM: TEFLON, DOME FITTING: 1/8??? NPT, INLET, OUTLET FITTING: 1/8??? NPT ??? 4 EACH. 6. SPARE TEFLON DIAPHRAGM ??? 4 EACH. This request is considered to be sole source to the TEMCO Inc. because we must obtain components to finalize construction of a high pressure, stirred reactor system for the geochemistry facility located in Albany, OR. The purpose of this procurement is to contract the purchase of 4 Hassler type core holders and back pressure regulators for the geochemistry facility located in PDD. The TEMCO Inc. RCHR-1, 1.5 Hassler type core holders and back pressure regulators are to be used with supercritical fluid pumps in the PDD on the Geological Sequestration: Enhancement of Seals project located at the Albany campus. The TEMCO Hassler core holders and back pressure regulators are already in use in the PDD with the existing TEMCO gas/liquid permeameter. Standardizing on one brand of core holder and back pressure regulators would simplify maintenance by minimizing the need to train and become familiar with multiple types of core holders and back pressure regulators. The TEMCO core holders and back pressure regulators are certified for operation at the required temperature and pressure and in the existing permeameter equipment, a requirement for the SARS approval of the project activities. Due to their compatibility with existing equipment, it makes good fiscal sense to make the TEMCO core holders and back pressure regulators the standard for this project. This vendor is the only US distributor on the TEMCO website for the TEMCO Hassler-type RCHR core holders and back pressure regulators, which are known to be compatible and exchangeable with existing equipment (TEMCO permeameter). Purchasing the Hassler holders will eliminate the need to modify existing equipment for use with new core holders and back pressure regulators. As such, TEMCO Inc. is the appropriate vendor for the proposed contracted purchase. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firm???s ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to DE-RQ26-07NT001133 by 05:30 P.M. EST, September 22, 2007. Therefore, no solicitation will result from this announcement. The North American Industrial Classification Code (NAIC) is 334512. This award shall be made using FAR 13, Simplified Acquisition Procedures. This is a small business set-aside.
