- The Naval Sea Systems Command (NAVSEA) intends to award modifications on a sole source basis under existing NAVSEA contract, N00024-07-C-6311, with EDO Communications & Countermeasures Systems (CCS), 3500 Willow Lane, Thousand Oaks, CA 91361, and contract N00024-07-C-6319 with EDO Impact Science and Technology (IST), 85 Northwest Boulevard, Nashua, NH, 03063, to procure an additional estimated quantity of 10,000 Vehicle-Mounted Counter Radio-Controlled Improvised Explosive Device Warfare (CREW) Spiral 2.1 Systems. The requirement includes jammer box, antenna, programming and support equipment, shipping containers, installation kits, engineering support services and material, field service representative support, depot level repair spares services and material, ancillary components and consumables. The additional quantities are needed to support current urgent Department of Defense [DoD] requirements. The Government contracted as a result of limited competition for Vehicle-Mounted CREW Spiral 2.1 Systems. Two competitive awards were made in APR 07 for an estimated 10,000 combined to EDO CCS and EDO IST. NAVSEA anticipates releasing a Request for Proposal (RFP) in the fourth Quarter Government Fiscal Year (GFY) 07 and awarding the modification to this contractor in the first Quarter GFY 08. It is anticipated that firm fixed price, cost only, cost plus award fee and time and material modifications will result from this award. The delivery period will begin five [5] months after modification award. This requirement increase will be awarded pursuant to 10 U.S.C. 2304(c) (1), only one or a limited number of responsible sources. See Notes 22 and 26.
