Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order with Knovel Corporation entitled "Electronic Scientific and Engineering Book Collection Subscription." The proposed effort will require the contractor to allow NRC continued subscription license access to its electronic version of the following publications with full text delivery: (1) Knovel Interactive Library, (2) AICHE/CCPS- Center for Chemical Process Safety, (3) Oil & Gas Supplement, (4) Plastics Supplement, (5) Sensors Technology Supplement, (6) Systems Engineering & Lifecycle Management Supplement, (7) Patty's Toxicology, and (8) Sax's Dangerous Properties of Industrial Materials. The location of NRC Offices where the services will be required are: Rockville, Maryland; Arlington, Texas; King of Prussia, Pennsylvania; Lisle, Illinois; Atlanta, Georgia; and Chattanooga, Tennessee. The proposed period of performance for this effort is one year from date of award. The authority for negotiating on a sole source basis with Knovel Corporation is made under the authority of 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code is 519130. This notice is not a request for quotations. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs. Detailed capabilities must be submitted to Manon L. Butt, Contract Specialist at the U.S. Nuclear Regulatory Commission, Division of Contracts, Mail Stop T-7-I-2, 11555 Rockville Pike, Rockville, MD 20852 via mail not later than 3:00 P.M. on September 20, 2007. No request for quotation document is available and telephone requests will not be honored.
