Description
The Government is contemplating awarding a Purchase Order to Monarch Lathes, L.P., Sidney, OH for a Monarch Toolmaker???s Lathe, Model EE 10 x 20 and various optional machine accessories. Personnel in the Engineering Group need to design, fabricate, and test various parts for developmental programs. In order to continue work on these programs, specialized machining is frequently required. Procurement of a new Monarch lathe will provide for compatibility with existing tools and accessories currently in use, will provide engineers with the ability to continue prototype part production and testing in an uninterrupted fashion, and will translate into a more efficient utilization of existing test facilities and reduced Government expenditures. This will expedite time to solution and translate into more efficient utilization of engineering resources resulting in considerable cost savings to the Government. In addition, no other manufacturer that we have been able to locate manufactures a lathe with an AC motor as large and as powerful as Monarch Lathes, L.P. A more powerful motor is desirable because it appreciably reduces the time it takes to make prototype parts resulting in additional cost savings to the Government. FAR 6.302-1(b)(1)(ii), only one responsible source is applicable to this requirement; awarding this purchase order to any other source would create substantial cost duplication and unacceptable delays to the Government that is not expected to be recovered through competition. The procurement is for the acquisition of a Toolmaker???s Lathe, 10 x 20, and optional machine accessories. Interested sources should submit their qualification data not later than 5:00 P.M. EDST on September 21, 2007 to JM&L LCMC Acquisition Center, Picatinny Arsenal, NJ 07806-5000, ATTN: Robert M. Grados, email: robert.grados@us.army.mil, telephone: 973-724- 8718. See numbered note 26.
