Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. This RFQ solicitation is unrestricted. Simplified Acquis ition Procedures will be used for this requirement. Line Item 0001: Lightweight Ion Mobility Spectrometry Chemical Detector, meeting the minimum specifications at the end of this combined synopsis/solicitation, Quantity of 16 each, for delivery to 209 CES/ EM, 4600 Hewes Ave., Gulfport, MS 39507. The provision at 52.212-1, Instructions to Offerors-Commercial Items (SEP 2006) applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items (JAN 1999) applies to this acquisition. The Governm ent will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price and technical conformance to specificati ons are the factors that will be used to evaluate offers, with technical conformance approximately equal to price. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (AUG 2007), Alternate I, applies to this acquisition a nd a completed copy of this provision shall be submitted with any quote. Offerors may elect to complete this provision online at https://orca.bpn.gov, in which case the offeror is required to prepare and submit paragraph (k) of this provision with the offe r. MINIMUM SPECIFICATIONS: Weighs less than one pound without batteries. Uses IMS (Ion Mobility Spectrometry) technology to detect nerve, blood, blister, and choking agents and a wide range of toxic industrial chemicals. Will alarm audibly at the presence of chemical warfare agents and toxic industrial substances in real-time, and immediately provide an easy-to-read visual display (also readable with Night Vision Goggles) of a detail o f the agent type, concentration and dosage. Three modes of operation: CW (detection of chemical warfare agents), TIC (detection of toxic industrial chemicals), and Survey (detection of residual persistent contamination following decontamination). Capable o f detecting substances below IDLH attack concentrations. Provides mission data logging records of up to 72-hours of data. Portable so that it can be hand-held, or clipped to users clothing, belt or harness, to enable hands-free operation. Removable stand- off survey nozzle that can be installed when unit is employed as a hand-held survey instrument. No radioactive source. Derives power from various sources: 8-32 volts DC, 110/240V AC, or other commonly available battery types (e.g., AA, C, or D Cell). Has c ommunications ports for use with computer, ear piece and network systems. Meets military standards for performance, robustness, and reliability. Preferred color is black.
