- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 109th Airlift Wing, Scotia, NY has a requirement for fourteen each Flightcell DZM or equal systems for use with Iridium Satellite phones on board aircraft. The system must support vo ice communications using the Iridium based satellite phone system. The system must be able to communicatesimultaneous voice and datawithout negative impactto either system. For Automatic Flight Following AFF, the system must be able to automatically prov ide data on aircraft positionto a ground based station through the Iridium network. In addition to voice and AFF, a data transfer is also desired. This includes data transfer and text messaging. Voice communications must work in accordance with the stand ard rules outlined for commercial Iridium voice communications. The AFF data received for aircraft from the Iridium must be processed and converted into a standard format for government AFF requirements. Standard data received from the Iridium system sha ll be forwarded to a single region wide presentation. All data transfer must occur via internet based communication protocols. Data transferred for presentation of aircraft position should be reduced to the lowest possible bandwidth. System must have abi lity to display vehicle or aircraft positions on a single display.
