Federal Supply Group: 5831 Combined Synopsis/Solicitation  W9124R-07-T-1132 Solicitation Number: W9124R-07-T-1132 Response Date: 18 September 2007 Technical Questions: 12 September 2007 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitute s the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations, Fac 2005-19, Effective 17 Aug 2007& Class Deviation 2005-o0001 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, Current to DCN 20070828 Edition. It is anticipated that payment will be made by Government Visa Credit Card. This solicitation is issued as a 100% small business set aside. The North American Industry Classification System (NAICS) is 334220 with a small business size standard of 750 employees. All quotes shall be for NEW equipment. All prospective offerors must be actively registered in the Cen tral Contractor Registration. Offerors may register online at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html Quotes are being solicited for the following item: Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Each, Description: Global System for Mobile Communications (GSM)/ Universal Mobile Telecommunications System (UMTS protocol analyzer which must support all GSM and UMTS protocols and interfaces. The resultant contract will be firm fixed price. See website http://www.yuma.army.mil/contracting/index.html for specifications and evaluation criteria. Offerors are required to submit adequate information to demonstrate that the product offered meets or e xceeds all requirements of the specifications. All quotes shall include shipping costs to U.S. Army Yuma Proving Ground, Yuma, AZ 85365. All quotes shall be clearly marked with solicitation #W9124R-07-T-1132 and emailed to the point of contact listed belo w or sent by facsimile to (928) 328-6849 no later than 18 September 2007, 12:00 PM MST. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government based o n technical capability, past performance and price. Award will be made on a best value basis and the Government reserves the right to award to other than the low offeror. FAR 52.212-2 is completed as follows: i) Technical Capability, ii) Past Performance, and iii) Price.
