Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is F3Z4537226A001; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19 and Defense DCN 20070828. This acquisition will be unrestricted; The Federal Supply Class (FSC) is 5835. The North American Industry Classification System (NAICS) code is 334220. Contractors are asked to submit their tax identification number and delivery terms with their proposal. Brand name justification; 1. Requiring Authority: 60 MDSS/SGSIR. 2. Contracting Activity: 60 Contracting Squadron. 3. Purchase Request Number: F3Z4537226A001. 4. Description of Requirement: 3 XTS4000 land mobile radios and necessary hardware and software required for them to be compatible with the Travis AFB Trunked Land Mobile Radio TLMR system. 5. Statutory Authority permitting other than full and open competition: Section 4202 of the Clinger Cohen Act of 1996 as implemented by FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one brand name if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available to satisfy the agency requirement. 6. Justification or Authority for action: Motorola Inc is the brand that can satisfy the Governments requirement for compatibility with the existing system on base. End user needs encrypted LMR systems, consisting of the proposed Motorola equipment, in order to be program compatible with existing base trunking system. Without these radios the end users will not be able to access base trunking system and communicate with each other, their work control centers, and the rest of the base. These items are mission essential and necessary to perform daily activities. 7. Market Research: The only other manufacturer of radios capable of operating on the TLMR system are manufactured by EF Johnson however they are not technically capable of meeting this requirement. 8. Brand Name: Motorola Inc. 9. Steps to improve competition: Market research will continue to be conducted. Until other vendors produce equipment meeting NSAs policy guidance, Motorola Inc, is a brand name provider of this equipment for this requirement.
