- The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Adinstruments Inc. of Colorado Springs CO for the purchase of a ML870 PowerLab 8/30 with an anticipated one (1) additional year of maintenance service. Equipment will be installed at the Research Laboratory located at the Jesse Brown VAM, Chicago IL. This procurement is being conducted in accordance FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 334516 with a size standard of 500 employees. To the best of our knowledge the PowerLab 8/30 is the only equipment which will meet the needs of the facility. Equipment must be compatible and have full integration capabilities with the existing ML 118 Quad Bridge, the ML 136 Bio Amp and associated equipment currently installed in the Research facility. Equipment must allow for simultaneous recording and processing of 16 independent channels, enable Automatic experimental initialization, allow full portability of the system from one lab site to another and include recording and storage of data in multichart oscilloscope or x-y plotting formats. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Office by the response due date or within seven (7) calendar days of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with AdInstruments. Cost associated with the preparation and submission of information and/or any follow-up information request are the responsibility of the vendor and these costs will not be reimbursed by the Government.
