Description
The U.S. Army Corps of Engineers, St. Louis District, is seeking firms to house, manage, stabilize, preserve, and provide access to archaeological materials (approximately 870 cubic feet), and associated records (approximately 35 linear feet) generat ed in conjunction with U.S. Army Engineers, St. Louis District activities in Illinois. This work is to be performed in accordance with 36 CFR Part 79, Section 79.6 (b)(1), (2), and (3), and ER/EP 1130-2-540. The contract duration is one (1) year from the date of award with the Governments option to renew for three (3) additional years. The NAICS code for this requirement is 493190. The SBA size standard is $23.5 Million. This is a Request for Proposal (RFP), and the basis for award will be Best Value u tilizing Performance-Price Trade-off (PPT) Technique. There will be no public bid opening. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will pro vide the best value to the government considering equipment/facilities, personnel, recent and relevant past/present performance and price. The government reserves the right to award a contract to other than the low offeror. This acquisition is being cons idered for a HUB Zone set-aside. If you firm is HUB Zone certified and intends to propose on this acquisition, you must provide the following information to the Contracting Officer not later than five (5) days after publication of this notice: (a)SBA Cer tification of HUB Zone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts with telephone numbers. In the event two or more responsible HUB Zone SB firms positively respond to this synopsis, then the acquisition will be set-aside for HUB Zone SB firms. Should fewer than two responsible HUB Zone c ontractors respond to this synopsis, the solicitation will be issued Unrestricted pursuant to the Competitive Demonstration Program. In accordance with FAR 19.1307, the price evaluation adjustment would apply to any HUBZone firms that responded to the com petitive solicitation. Notice of either HUB Zone or Competitive Demonstration Program will be provided in the posted RFP. Postal service or fax copies are required. Electronic copies are not permitted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about 10 Sep 07. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicitation or the Interested Parties List (IPL). Telephone, written, facsimile, or e-mail requests for the solicitation package or Interested Parties List will not be honored. Potential offerors MUST register at www.fedbizopps.gov./ in or der to receive notification and/or changes to the solicitation. The Interested Parties List will be activated and may be accessed and printed from this web site.
