- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electromagnetic Radiation Effects (EMRE) facility, White Sands Missile Range (WSMR), New Mexico has a requirement for a one (1) Conducted Immunity Generator that is capable of meeting the requirements of MIL-STD-461D, MIL-STD-461E CS-114, and DO160. The successful offeror would provide a Conducted Immunity Generator that meets or exceeds the performance requirements and be evaluated in the order of technically acceptable low price. T he technical requirements are as follows: 1. The unit must be capable of at 100 Watts power. 2. A frequency range of 10 kHz to 400 MHz and. 3. Must be fully self-contained. 4. The unit needs to have dual channel power metering. 5. Signal generation of 9 kHz to 1.2 GHz. 6. A directional coupler and software for control. 7. Must meet MIL-STD-461D, MIL-STD-461E CS-114, and DO160. For proper operation of the Conducted Immunity Generator the following accessories are also required: a. Attenuators; one 6dB capable of 150 watts, one 20dB capable of 20 watts and two 10dB capable of 25 watts. b. One current injection clamp capable of handling the full frequency range of the generator with an inside diameter of 40mm. c. A calibration fixture for current injection. d. A 50 ohm resistor rated at 10 watts. e. A probe for monitoring current across the full range (10 kHz to 400 MHz). f. A probe for monitoring current across the range of 10 kHz to 100 MHz. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 17 Aug 2007. This requirement is a Small Business Set Aside. The applicable NAIC code is 334220 standard size 750 emp loyees. Proposals shall be FOB destination, and inspection and acceptance shall be at destination. Payment will be made by Visa credit card. Company must be registered in the Central Contractor Registration (http://www.ccr.gov/) before an award can be m ade. A Firm Fixed Price contract award will be made to the technically acceptable, low price offeror that meets all listed specification and can deliver all listed quantities listed above. Contractor wishing to submit a proposal must submit clear and co nvincing evidence that they meet all the capabilities and specifications.
