Description
This is a combined synopsis and solicitation for Tyndall AFB for the following commercial items: Contractor will furnish and install the following 1 EA ---PECO II 21 KVA Inverter System which includes the following: (18) Inverter modules, 1.2 KVA (3) Relay rack, 7Ft, 23" Mounting (3) Shelf Inverter Expand, 1.2 KVA, 23" (3) CBL DB25/Bare End 60' (4) Minimal Maintenance Spares Package One year follow on hardware and labor support 1 EA ---Cable ladder racking 1 EA -- Installation of Inverter System (which includes freight and handling) If providing an ?or equal? please submit details and specifications of your product. The provision at FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated and the Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and technical acceptance will be considered with technical acceptance being slightly more important than price. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause are applicable to the acquisition, (1) 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I, (2) 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Jan 1999), (3) 52.219-8, Utilization of Small Business Concerns, (4) 52.222-21, Prohibition of Segregated Facilities (Feb 1999), (5) 52.222-26, Equal Opportunity, (6) 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, (7) 52.222-36, Affirmative Action for Workers with Disabilities, (8) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, (9) 52.232-33, Payment by Electronic Funds Transfer -- Central Contractor Registration. The clauses at FAR 52.212-5 (Deviation) ? Contract Terms and conditions Required to Implement Statutes or Executive Order Commercial Items, FAR 52.247-34 ? FOB Destination, FAR 52.252-6 Authorized Deviations in Clauses (Defense Federal Acquisition Regulation Supplement Chapter 2 is applicable), DFARS 252.204-7004 ? Required Central Contractor Registration, DFARS 252.232-7003 Electronic Submission of Invoices, DFARS 252.225-7012 ? Preference for Certain Domestic Commodities, and 5352.201-9101 - Ombudsman all apply to this acquisition (Contact the contract administrator for this acquisition to receive full text of 5352.201-9101 Ombudsman). The clause at FAR52.232-18 Availability of Funds is applicable as funds are not currently available. In the event that funding does become available, the award will be issued to the bid meeting the requirements of the terms and conditions herein. The DFARs clauses at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items is applicable. The additional DFARs clauses cited in the clause are applicable: (1) 252.225-7012, (2) 252.227-7015, (3) 252.243-7002, (4) 252.247-7023. The following additional FAR clauses apply: 52.203-8; 52.203-10. The following additional DFARs clauses apply: 252.204-7004, 252.232-7009. Award will be based on best value to the government with technical approval. All quotes must either be emailed to randall.jones@tyndall.af.mil or faxed to TSgt Randall Jones at 850-283-3963. Quotes are required to be received no later than 3:00 PM CST, Wednesday, 12 Sept 2007.
