Description
You are invited to submit a budgetary quotation under Request For Quotation number FA3002-07-X-0712 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. PERFORMANCE WORK STATEMENT 1. Scope a. Training is required by the USAF in support of a Royal Jordan Air Force (RJAF) foreign military sales purchase of LORAD X-Ray equipment model 160 (NSN 6635-01-417-1830). Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. All instruction is to be in the English language. b. Training shall be operation and maintenance training for up to six RJAF non-destructive Inspection technicians. Training is expected to take place during calendar year 2008. The contractor shall propose the best location for this training (in-country Jordan or CONUS at the contractor?s training facility). 2. Technical Training a. The RJAF plan to use this equipment to x-ray their aircraft and aircraft components. The contractor shall propose course content and duration of training on operation of the x-ray equipment for its intended purpose and authorized maintenance of LORAD x-ray equipment, model 160. The training objective is to provide the RJAF trainees with a capability to set-up, operate, and make authorized repairs to the equipment as allowed by technical data. Training shall include the actual x-ray of an item and interpretation of the x-ray. b. The contractor shall provide course outlines identifying major topics/assemblies and the hours required to train the RJAF technicians. This is required for disclosure purposes. Training shall include combinations of formal classroom instruction and "hands-on" practical exercises so as to provide skill proficiency to perform tasks "unsupervised". c. The contractor shall identify any prerequisite training the students shall possess prior to arrival for this training. The students will speak English to a minimum comprehension level of 70. 3. Training Materials Training materials can be in contractor format. All training materials used by the student during course presentation will be retained by the student. 4. Transportation and Quarters The contractor shall propose local transportation and quarters (to include airport pick-up, to/from training, and back to the airport). Should there be any off-site training/visits to venders/supplier, include all transportation (air/ground) and quarters costs.
