Description
The National Cancer Institute (NCI) plans to procure on a sole source basis in accordance with 13.106-(b)(1), services from Dr. Dawn Provenzale, 508 Fulton Street, Durham, North Carolina 27705 for services regarding the Cancer Care Quality Measurement System (CCQMS). The North American Industry Classification System code is 541690 and the business size standard is $6.5M. The projects specific objectives are to use the Veterans Health Administrations existing colorectal cancer care electronic quality measurement system tool. The CCQMS is a quality measurement tool that measures cancer care according to the NCCN Guidelines. The tool measures aspects of care including appropriate staging procedures for patients with colorectal cancer, types of surgery and their appropriateness, intervals from diagnosis to surgery, types of chemotherapy and/or radiation therapy and the intervals from diagnosis to the receipt of these interventions. Contractor shall: 1) Use established National Comprehensive Cancer Network (NCCN) clinical guidelines and the benchmarks for the standard of care in order to develop and refine a quality measurement system that will: a) describe the care processes and procedures of colorectal cancer patients; b) identify facility level gaps in care to patients; c) identify facility level deviations from established standards of patient care; d) identify facility level variations in patient-centered outcomes including satisfaction with care, and quality of cancer communication and decision-making; e) assess responsiveness to patient-centered needs, preferences, and outcomes; f) identify system wide gaps in care to patients and; g) identify system wide deviations from established standards of patient care. In addition to the above: 2) Provide feedback to participating facilities; 3) Create CCQMS reports for initial and continuous monitoring and evaluation of cancer care and; 4) Establish requirements for updating and maintaining the CCQMS and requirements for transferring and implementing CCQMS in other health care systems. NCI will benefit from this procurement by acquiring a medical abstraction tool (CQMS) that may be useful for agencies other than the Veterans Administration (VA) and Department of Defense (DoD) to use, as well as a tool that may be used in health services research by internal researchers or grantees. Dr. Provenzale is uniquely qualified to provide the services necessary regarding the work in quality measurement to the Department of Defense through her current proposal Cancer Care Quality Measurement System that is being submitted to the NCIs Quality of Cancer Care Committee (QCCC). She is the principal investigator of the Colorectal Cancer Care Quality Measurement System (CCQMS) Development project in the Veterans Health Administration (VHA). The tool has been created by Dr. Provenzale for use in the VHA population. It is currently being piloted at 31 VA Medical Centers throughout the country. Currently, individuals at the 31 sites are abstracting information on the types of care received by their colorectal cancer patients. Dr. Provenzale has had extensive experience in initiating and conducting multi-center studies of quality measurement and in the use of electronic medical records for research. She is the only VA investigator that has VHA Institutional Review Board (IRB) approval to access electronic medical records for the purpose of developing and testing the Colorectal Cancer Care Quality Measurement System. She is the VHA Principal Investigator for the National Cancer Institute (NCI)/VHA collaborative Cancer Care Outcome Research and Surveillance (CanCORS), in which she is collecting data from 14 VHA sites to measure longitudinal outcomes and quality of colorectal cancer care. Dr.Provenzale is the only VHA member of the CanCORS Steering Committee. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM ET, on September 18, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
