Description
The U.S. Department of Labor Women?s Bureau seeks a contractor to plan a program and provide career exploration and job development skills for 70 incarcerated women at the Southeast State Correctional Facility in Windsor, Vermont and the Dale Women?s Facility, in Waterbury, Vermont; the recruitment of twenty volunteer mentors to serve as role models for the women; employment support services post-release including child care and housing referrals; and intensive post-release employment services to at least 5 women released to the Northern Lights House transitional housing in Burlington, VT. The contract length will be one year and the cost will be $30,000 payable upon receipt of the deliverables outlined in the attached Statement of Work. The Women?s Bureau has received a proposal from an organization that has experience counseling and providing job training to incarcerated women in Vermont. The Bureau plans to sole source the project to Vermont Works for Women formerly Northern New England Tradeswomen. The NAICS code for this requirement is 611519. Statement of Work Vermont Working Women in Transition I. Introduction The U.S. Department of Labor Women?s Bureau is the only Federal Agency mandated to exclusively address the needs of the nation?s wage-earning women. The Bureau has been meeting this mandate by vigorously pioneering research, reports, and programs to address the important issues facing women during their work lives. The Working Women in Transition Project supports the Secretary of Labor?s Strategic Goal 4, A Competitive Workforce by obtaining information and reports necessary to help women work productively in the competitive workforce. The project will meet women at the crossroads of their work lives with mentoring, support resources, and learning opportunities that enable them to achieve their employment goals and then note the success of these services. The Project will utilize technology and online learning models as well as interpersonal meetings to provide motivation, guidance, and support for the desired outcomes of finding employment, increasing wages, receiving a promotion, entering a degree or certificate program, or starting a business and report the outcomes to the Women?s Bureau. II. Scope of Work The service provider would work with incarcerated women at South East State Correctional Facility in Windsor, Vermont and Dale Correctional Facility in Waterbury, Vermont. The service provider?s Office will be located within 120 miles of each of the two prisons to best serve the women. The service provider shall be an approved Vermont training provider by the Vermont Department of Labor. Women will receive educational and career/interest assessments, educational services, career exploration, interview practice, counseling as needed, resume assistance, job development, and post-release employment plans. Service provider will offer information on post release support services and will seek job and training program data as possible. The service provider will develop and implement an intensive post release employment support program for at least 5 women being released from prison to the new Northern Lights House in Burlington, VT, a transitional housing facility. The contractor will provide the Women?s Bureau with important Quarterly Reports containing the following information: the number of women entering the WWIT Program, the number of women who have completed the Program, the number of women who have dropped out of the program; the number of mentors and the number of face-to-face mentoring meetings with mentors; the number of women who have entered career education and/or training programs, the number of women who have completed said programs, and the number of women who have dropped out of said programs; the number of women who have increased earnings; the number of women who became employed during the project or after the project; the number of women who have changed jobs; the number of women starting their own business; and the number of women without jobs; the number of value-added partners participating in the project; and the number of women who received childcare, eldercare, transportation, work clothing, and/or individual counseling referrals. Reports shall be completed in the format provided by the Women?s Bureau and shall be sent (electronically preferred) to the Bureau by the last day of the Quarter. The service provider will give the Women?s Bureau success stories and photographs (where practicable) to provide a human dimension to the statistical reports. (Any photographs submitted must include a signed DOL release form and a signed permission statement from the photographer permitting DOL to use the photo free of charge). The service provider will respond to Women?s Bureau requests for important information at the pilot project?s end when a ?How-to? Guide is being prepared. The service provider will work cooperatively with other public sector, community organizations, and employers as needed to best complete the project and accomplish its goals. These organizations could include the Vermont Department of Labor, the Vermont Department of Corrections, the Agency of Human Services, the Vermont Department of Vocational Rehabilitation, Vermont Student Assistance Corporation, the Mercy Connections, Northern Lights House, and others. III. Tasks and Deliverables ? Enroll 30 women participants from the two women?s correctional facilities by December 31, 2007. Ninety per cent or 27 of the participants will receive at least one or more of the services outlined in the Scope of Work section above by March 15, 2008. (All participants will either have their GED or high school diploma prior to becoming a participant.) ? An additional 40 women participants will be enrolled by March 31, 2008, ninety per cent of which, or 36 participants will receive one or more of the services outlined in the Scope of Work section above by June 30, 2008. (All participants will either have their GED or high school diploma prior to becoming a participant.) ? Ten mentors will be recruited by December 31, 2007. An additional ten mentors will be recruited by March 31, 2008. ? The service provider will develop and implement an intensive post release employment support program for at least 5 women being released from prison to the new Northern Lights House in Burlington, VT, a transitional housing facility. Planning and implementation will begin upon issuance of the Purchase Order. ? Monitor activities of participants to inform Women?s Bureau of the impact of the Working Women in Transition Program design and how program might be enhanced to better meet participant needs. ? Facilitate face-to-face mentoring process and support sessions. ? At least 20 women graduates of the WWIT Program upon release from prison will find employment, increase wages, receive a promotion, enter a degree or certificate training program, or start a business. ? Tool belts will be provided as needed to women who have completed the Modular Home Building Training in the WWIT Program and are released from prison. ? Report quarterly to the Regional Women?s Bureau Office by the last day of the Quarter in order for the Women?s Bureau to learn about the effects of the Working Women in Transition Program. IV. Notice to the Government of Delay Whenever the service provider has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this Agreement, the service provider will notify the COTR within ten days. VI. Standard of Work The service provider agrees that the performance of work pursuant to the requirements of this agreement shall conform to high and uncontroversial professional standards. No government funds may be used for food or refreshments. VII. Period of Performance The period of performance shall be one year from the date of the Award.
