Description
(i) OPENING STATEMENT: THIS IS A SOLICITATION / SOURCES SOUGHT NOTICE FOR COMMERCIAL ITEMS: A. The government wishes to announce and identify vendors who can fulfill this potential upcoming requirement. Release of a solicitation is tentatively planned for late September 2007 and contract award is tentatively projected for late November 2007. THE PROPOSAL DUE DATE IN THIS NOTICE WILL BE ADJUSTED AS NECESSARY WHEN THE SOLICITATION IS RELEASED. This is an announcement for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. B. RESPONSES TO THIS NOTICE: Vendors who can fulfill this requirement and who would be interested in submitting a proposal, in the event that a solicitation is issued, are requested to provide the following information in response to this request -- 1. Indication that the total Mobile Surveillance System is or is not on a GSA Schedule contract or Government Wide Acquisition Contract (GWAC): YES or NO. ----- 7. Responsible comments or suggestions regarding the Item Description. 8. Identification of any requirements in the work statement that are not standard commercial practice. (ii) RFP SOLICITATION NUMBER: 5TI70070213 ; (iii) CLAUSE AND PROVISION IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR: 2005-16 Effective 22 March 2007; (iv) SET-ASIDE: -- NOT YET DETERMINED, NAICS CODE: 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, SMALL BUSINESS SIZE STANDARD: 750 Employees; (v) LINE ITEM(S): CLIN 0001 Mobile Surveillance System, 25 EACH; CLIN 0001a Commercially Furnished Documentation (i.e., Assembly Instructions, Maintenance Instructions, etc.) for MSS, 25 EACH; CLIN 0001b Commercial Warranty for MSS, 25 EACH; CLIN 0001c Training Manuals for MSS, Qty to be determined. NOTE: The Government will reserve the right to order fewer than the total quantity solicited. Option quantities may be solicited. (vi) DESCRIPTION OF REQUIREMENTS: Mobile Surveillance System comprised of 21 primary components including sensors (cameras and radar), monitoring and control (computers and displays), a deployment system (mobile platform and mast), and support equipment (electrical power supply and ancillary equipment). Data requirements include operation and maintenance manual, training manual, commercial warranties, spare parts lists. The requirement is provided in the attached Draft Statement of Work and figures. (vii) DATE(S) AND PLACE(S) OF DELIVERY: January 2008 for 10 systems and August 2008 for the balance -- This is a firm delivery date, FOB Tucson, AZ 85706 (tentative place of delivery); (viii) FAR 52.212-1, INSTRUCTIONS TO OFFERORS?COMMERCIAL and Addendum applies to this acquisition; (ix) EVALUATION PROCEDURES: Best Value with technical being more important that price, Past Performance Acceptable; (x) OFFEROR REPRESENTATIONS AND CERTIFICATION: FAR 52.212-3, Offeror Representations and Certifications Commercial Items, Required (submit with proposal or through ORCA; (xi) FAR 52.212-4, CONTRACT TERMS AND CONDITIONS?COMMERCIAL and Addendum applies to this acquisition. Subcontracting Plan applies (for large businesses only); (xiv) DEFENSE PRIORITIES AND ALLOCATIONS SYSTEM (DPAS): N/A; (xv) NUMBERED NOTES: None; (xvi) OFFERS DUE: It is anticipated that the solicitation will be released in late September with proposal due 30 days after release of the solicitation. Offerors will be required to SUBMIT PROPOSALS ELECTRONICALLY TO: GSA ITSS(Information Technology Solutions Shop) system procurement portal (web.ITSS.gsa.gov). It is highly recommended that offeror verify their ability to submit documents to this system in advance of the proposal due date and time by sending a sample document.
