Description
The Navy plans to issue a Request for Proposal (RFP) on 15 September 2007 for the production of the Multi-Function Towed Array (MFTAs) for the AN/SQQ-89A(V) 15 Antisubmarine Warfare (ASW) Combat System. This RFP and related files listed under solicitation number N00024-07-R-6217 will be issued electronically. Vendors wishing an electronic copy may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. The Navy has already established an unclassified Virtual Reading Library. Naval Undersea Warfare Center Division/Keyport hosts the unclassified references. Note that documents in the Virtual Reading Library have been recently updated and additional updates may occur up to the time of the RFP?s release without further notice. Contractors should regularly visit this site for updates. For access, go to https://wide.kpt.nuwc.navy.mil and click ?REQUEST AN ACCOUNT? in the blue ?WIDE Contact Info? box. Complete the WIDE Portal User Application Form. In the user application form, identify ?Reason for Account Request? as ?Access to MFTA Page?. If you are unable to gain access to the Virtual Library, submit a request per the procedures described below for the classified reference. Companies/individuals who are interested in access to the Specification for the Multi-Function Towed Array (MFTA) (U) NUWC Technical Document 11,795, dated 7 March 2007, revised 24 August 2007, must submit a written request to the Naval Sea Systems Command POC, John Piunno at 202-781-1535; fax number is 202-781-4773, email john.piunno@navy. Contractors who have previously requested and received the Multi-Function Towed Array (MFTA) (U) NUWC Technical Document 11,795, dated 7 March 2007, will need to request the updated Specification. The written request must include data on the company facility and specific individual(s) requiring access as follows: facility security clearance level, issuing government agency, and expiration date; facility security office phone/fax numbers; facility storage level, cage code, and complete destination address. Offeror personnel for whom you are requesting access to classified data: full name; security clearance level, issuing government age ncy, and expiration date; date of birth; and city/state. Upon approval, a classified CD will be mailed to the offeror. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder?s mailing list The Government will consider all comments received. The Government does not commit to providing a response to any comment or questions. All such questions should be received in writing within seven (7) days after release of the RFP to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. The subsequent revision to any specification or RFP based on comments received remains solely at the Government?s discretion. Establishment of the Virtual Reading Library and the issuance of the RFP do not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract. Access to the unclassified information involved in this RFP does not imply that foreign contractors can fully participate in this procurement. If your company chooses to bid as a prime contractor, please notify Mr. John Piunno immediately. No further information can be release until a favorable foreign disclosure decision is processed. If your company decides to team with a U.S. prime, the U.S. prime must comply with the Department of State 22CFR Parts 120-130 and submit a request for an export license.
