- The U.S. Geological Survey (USGS), Western Earth Surface Processes Team intends to make a noncompetitive purchase order to Petroleum Information Dwights, LLC, Englewood, Colorado, for a one year license to access QUE$TOR and related databases, spreadsheets, electronic and written reports, interactive tools, software, training and user support. IHS Energy provides QUE$TOR, a project modeling, evaluation and decision support system for global application in the oil and gas industry. QUE$TOR is designed to enable the user to estimate and run sensitivities on CAPEX and OPEX calculations under various field-development plans and scenarios. The World Energy Project has a primary responsibility for assessing world oil and gas resource potential. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to the requirement to the Purchasing Agent no later than the identified response date. All submission will be evaluated to determine if competitive opportunities exist. This is not an RFQ; however, an RFQ 07WRQQ0131will be posted at a later date. This requirement is subject to the availability of funds. All responses must be in writing by email to the Purchasing Agent at pcharles@usgs.gov
