Description

FedBizOps Sources Sought Notice - Thomas Burke (Challenge Cost Share Project) The Bureau of Land Management proposes to negotiate a noncompetitive award of a purchase order with Thomas Burke of Olympia, Washington, for completing an approved Challenge Cost Share project for a field guide to terrestrial mollusks of the Pacific Northwest. Work includes completing species accounts and range maps for over 200 species and subspecies, writing the introduction and acknowledgements, finishing photographs and illustrations, and assembling the draft field guide. Thomas Burke proposed developing the field guide in cooperation with the Bureau of Land Management. Mr. Burke is only contractor known to have the following qualifications to meet the Bureau's requirements: 1) is an international expert who has authored regional guides to selected groups of terrestrial mollusks; 2) has co-authored survey protocols for specific species within area of the Northwest Forest Plan; 3) has completed numerous terrestrial mollusk surveys on federal and state lands in Washington and Oregon; 4) has proposed and developed the subject field guide; 5) has written several sections of the guide including keys to families, genera, and species and detailed species accounts; and 6) has agreed to cost-share on the project. Persons who meet the above requirements should submit their qualifications in writing specifically addressing the criteria described above to the Contracting Officer. All responsible sources who submit a response will be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses due no later than September 14, 2007, by 11:59p.m. DST.
