Description
SYNOPSIS Runway w/Shelters, Transient AC Apron and Heavy AC Apron, Al Asad DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Programs Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer fo r this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The estimated cost of construction is between $25,000,000 and $100,000,000. PROJECT SCOPE: The work will consist of design and construction of a new, a) Runway w/ Shelters, b) Transient Aircraft Apron, and c) Heavy Aircraft Apron at Al Asad, Iraq. The project is located on Al Asad Airfield in the Central Region of Iraq. CONTRACT PROCEDURES: Both a price and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) consideration. Pricing and technical considerations will have approximate equal weight with one anot her in the evaluation and selection processes. Price will be evaluated on the basis of the completeness, reasonableness and cost risks of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as compared against the req uirements of the solicitation, scope of work and those costs included in the Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained within the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. Non pricing factors include offerors past performance, experience, and management and technical capabilities. Management and Technical capabilities will consist of at least four sub factors: Management and Staff Organization, Subcontracting, Security Co nsiderations, and Execution Plan. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date of issuance of RFP is 6 September 2007. Tentative date for receipt of proposals is 5 October 2007. Tentative contract award date is 29 Oct 2007. Co ntract award will be made on a firm-fixed price basis.
