- The Government intends to solicit and negotiate with only one source: SAAB Training USA LLC Orlando, Florida 32826-2712. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 13.106-1(b), for 1 each DITS system with components a non standard training device. DITS is a mobile computerized radio control instrumentation system providing combined arms training, it offers capability to monitor movement, location, weapon action and individual condition of soldiers, vehicles and units in the training area. The following are components for DITS: 51 each, Vehicle Association Device (VAD): is used to identify an instrumented player that has entered a vehicle. It sends out a unique code to the miles MOD Kit (MMK) in order to established the identification of an instrumented player. 7 each, Structural Information Device (SID): is a short range radio device that is used to transmit programmed building characteristics to instrumented players in the vicinity prior to them entering the building. The Personnel Detection Device (PDD) worn by a player receiver data from the sid regarding synthetic GPS positions of rooms, stairwells, and corridors; and the ballistic protection of each room or zone for simulated indirect or direct fires. 25 kit, Room Association Device (RAD): is used to identify which room or zone an instrumented player has entered. It sends out a unique code to the PDD and this data is compared with the stored SID data to establish which room or zone the player is in. 1 each, Wireless Land Network (WLN) Adapter II 6853-503-806, 6853-503-807. The Wireless Land Network adaptor is used to transfer building set up tool software on the laptop to the SID via an IR window! The basis for restricting competition is because SAAB Training USA LLC manufacturer and sole distributor for this equipment. The NAICS Code for this procurement is 333319. Small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other T han Full and Open Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however; any firm that believes it can meet or exceed the requirements may give written notification to t he Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Numbered Note 22 applies to this Synops is. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Governme nt will proceed with the sole source negotiation with the manufacturers and sole distributor SAAB Training USA LLC.
