Description
The 12th Contracting Squadron at Randolph AFB intends to award a contract on a Brand Name basis for the purchase of the item listed below in Description of Supplies. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This requirement is issued as a Request for Quotation. The resultant award will be commercial Firm Fixed-Price. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The NAICS Code is 423830. The size standard is 500 employees. Quotes are being requested on an unrestricted (not set-aside) basis. IAW 10 U.S.C. 2304c (1), as implemented by FAR Part 6.302-1(c), Application for Brand Name Descriptions as follows: DESCRIPTION OF SUPPLIES/SERVICES CLIN: 0001 Description: Quincy Compressor Model QSI-1250 300HP Rotary Screw Air Compressor rated at 1255 ACFM at 125 psig Full Load Discharge Pressure 460/3/60, Air Cooled; Factory Certified Start-up and Freight. Quantity: One (1) CLIN: 0002 Description: Furnish all parts, tools, labor, equipment and transportation necessary to install the Quincy model Air Compressor referenced in CLIN 0001. Quantity: One (1) JUSTIFICATION: An existing Quincy QSI-1250 air compressor is the source for the shop air used in the blasting process for paint removal of aircraft, aircraft parts, shop tools, and breathing air requirements at the Plastic Media Blasting Unit located in Hangar 61 at Randolph Air Force Base, Texas. With one Quincy compressor in place, a second unit provides the compatability to run the units parallel to each other, thus creating a more energy efficient blasting operation. Additionally, having two units of the same make/model saves money in spare parts requirements. The Quincy compressor runs at a lower RPM resulting in less wear and tear on the unit and increased longevity. The warranty for the compressor is five years parts and labor versus five years parts only. CONTRACT TERMS AND CONDITIONS Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. The criteria listed below will be used to evaluate the quotes. (1) Conformance to the Description of Supplies required (Technical) The brand name requested is essential to the Government?s needs as indicated in the Justification above. Therefore the quote must clearly indicate that the supplies being furnished comply with all requirements listed, i.e. brand name make and model. (2) Price The firm fixed price shall be based on open market rates to include any applicable discounts. Since award will be based on initial responses, the offeror is encouraged to provide the most advantageous pricing in the initial response. Freight will be addressed as a separate line item if required. The ordering office will make a determination that the total firm fixed price is fair and reasonable based on the factors contained herein. Interested parties capable of providing the above must submit a written price quote to include company name and address, point of contact and phone number, discount terms, Contractor and Government Entity (CAGE) Code, DUNS number, and Taxpayer ID. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
