Description
The Department of Veterans Affairs has a requirement for Hotel Accommodations, Reception Space Rental and Hotel services located in the geographic area of Baltimore, Maryland. The Department of Veterans Affairs is a federal agency and therefore exempt from any taxes. The tax exemption document will be provided upon award of the contract. The Department of Veterans Affairs, The Employee Development and Training Service is sponsoring a Coaches Course. The hotel must accommodate lodging accommodations from Sunday, October 21 through Friday, November 9, 2007. The group should not be penalized for rooms not used. The breakdown for hotel accommodations are estimated as follows; Sunday 10/21 (31); Monday 10/22 (33); Tuesday 10/23 (33); Wednesday 10/24 (33); Thursday 10/25 (33); Friday 10/26 (30); Saturday 10/27 (30); Sunday 10/28 (32); Monday 10/29 (32); Tuesday 10/30 (34); Wednesday 10/31 (31); Thursday 11/01 (31); Friday 11/02 (30); Saturday 11/03 (30); Sunday 11/04 (33); Monday 11/05 (33); Tuesday 11/06 (33); Wednesday 11/07 (33); Thursday 11/08 (33); Friday 11/09 (33). Based on the breakdown described, the total rooms requested are 608 each. PAYMENTS FOR ROOMS SHALL BE VIA PURCHASE ORDER. The following are the requirements for this solicitation; all rooms must be individual /private sleeping rooms with toilet facilities smoke free and at government per diem rate or lower for Baltimore, Maryland. ALL offerors submitting quotes for this requirement must include Duns and Bradstreet Number and indicate whether or not their agency is registered in the Central Contractor Registration (CCR). All, the offerors must include the RFQ number on their quote; otherwise your quote will be considered unresponsive. The website for CCR is www.ccr.gov. Also, the offeror must be in compliance with the American Disability Act (ADA). Additional hotel requirements are No penalty for rooms not used; Hotel must have availability to lodge all participants in one hotel; Federal government per diem rate available; Federal government per diem rate for weekend before/after conference for limited number of participants; Hotel must be within 6 blocks of training site (31 Hopkins Plaza, Baltimore, Maryland); Provide private 1 ? hour welcome reception on Monday night, October 22; Banquet facility with podium and microphone, and capability to provide on site banquet for 40 people; To provide banquet meal at or below meal per diem rate of $29 per person on Thursday, November 1st from 6-9 pm; Provide microwaves and refrigerators in each guest room; Provide shuttle service between the hotel and the training site (Veterans Benefits Academy 31 Hopkins Plaza); Provide on site fitness center; Provide networking/study room to accommodate, nightly, 26-30 people for networking and homework; Provide high-speed Internet access, 24x7 in each sleeping room. Please provide sample menus. This event will be paid using a government credit card. The specific instructions contained herein are intended to serve as a guideline for the preparation of the quotation. In developing the quotation, the Offeror shall comply with the requirements stated in this solicitation by answering yes or no to each requirement as listed above. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS. Therefore, each offeror is urged to examine this request for quote in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all aspects. The Department of Veterans Affairs shall use the best value procurement method in the acquisition of hotel accommodations, commodities and services. The contracting group issuing the solicitation document shall, in cooperation with the user or using office(s), determine what criteria shall be used in the evaluations of offers received for the award of contract. The Offeror shall certify that all files and electronic media have been checked for and are free of viruses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Please complete and submit 52.212-3 Offeror Representations and Certifications-Commercial Items.
