Description
Solicitation/Synopsis DJMS-07-JPT-Q-0022. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. It was originally issued under DJMS-07-JPT-Q-0020, which was cancelled and is now being re-issued. The only change from the original combined synopsis/solicitation is the air conditioner ton capacity is being changed from 30 tons to 20 tons. This announcement constitutes the only solicitation, proposals are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. The United States Marshals Service (USMS), Joint Prisoner Alien Transportation System (JPATS) has a requirement for a 1 each Aircraft Mobile Air Conditioner Unit (NEW ONLY) for its Mesa AZ Operations site. The requirement is 100% set-aside for Small Business under NAICS code 333415, Size Standard 750 employees. To be considered responsive, offerors quotes must meet the following minimum requirements: A. CONSTRUCTION: Painted steel frame, Body access panels and doors, Locking Nose, tire brake, Pneumatic tires, External control panel, must have strong resistance paint to chemicals and a high heat environment. B. PERFORMANCE: Cooling capacity at least 20 tons, Refrigerant R134a, R22, or equivalent, Nominal airflow at least 180 CFM to aircraft, Rated cooling capacity at least 325,000 BTU. C. ENVIRONMENTAL: Operation temperatures 75 - 125 degrees, Relative humidity 8 - 100 percent. D. ELECTRICAL: Blower motor at least 20 hp, Condenser fan motors a minimum of 2 at 3HP. E. CONTROL: 24 VAC control voltage, Manual and automatic mode selection, Damper airflow control, Operation panel with large lighted momentary push buttons. F. GENERATOR/ENGINE SET: AC output 480V, 3PH, 4wire, Continuous duty alternator, Diesel power engine, Oil pressure, water temp, fuel, volt meter, tach, and hour meter gauges, Start and stop buttons. G. PROTECTION: Airflow loss, High/low refrigerant pressure, Circuit breakers and overload shutdown protection for ac unit and motor. H. CONFIGURTION: At least a 14"D insulated delivery hose, 20' long with a standard aircraft connection. I. PUBLICATIONS: Must have an Operating manual, Maintenance manual, and Illustrated parts manual. This unit must be able to supply cooled condition air to B737, B727, B757, DC9, and MD80, aircraft. The award will be a firm-fixed price purchase order, using simplified acquisition procedures for commercial items. As part of & for evaluation purposes offerors must identify & separate their transportation costs from the cost of the Mobile Air Conditioning Unit. Evaluation and award will be based on the best value to the government; price and other factors; made to the offeror best demonstrating the ability to satisfy the performance requirements listed above with the lowest priced responsive quote to in accordance with this combined/solicitation synopsis. Line Item (L/I) 0001: 1 EACH Aircraft Mobile Air Conditioning Unit (as described above) $__________; L/I 0002: Transportation Costs (Mesa AZ 85212) $_________. TOTAL COST: $___________. Delivery: _____ Days After Receipt of Order (DARO; Note the Governments required delivery is 90 to 120 DARO, however and although it will not be considered part of the evaluation, the Government?s desired delivery is NO LATER THAN 90 DARO). FAR 52.212-1, Instructions to Offerors -- Commercial Items, is applicable. FAR 52.212-2, Evaluation--Commercial Items, will be used to evaluate items as consistent with the above stated description of requirements. Contractor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications--Commercial Items (Nov 2006). FAR 52.212-4, Contract Terms and Conditions--Commercial Items, & FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes Or Executive Orders --Commercial Items applies to this acquisition.
