Description
The FDA intends to award Sole Source procurement to AOAC International 481 N Frederick Ave STE 500 Gaithersburg, MD 20877-2450. Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. An award will be made seven (7) calendar days from the date of this notice. AOAC Sole Source Justification The AOAC Proficiency Testing (PT) Program is the only national A2LA- accredited, food analysis, proficiency testing program available at this time. Programs for food safety analysis include Pesticide Residues in Fruits and Vegetables (P01) and the Standard Microbiology (M01). Proficiency testing is a process for checking actual laboratory performance and is a requirement for accreditation to ISO/IEC 17025:2005. To maintain the laboratories? accreditation, an accredited commercial PT provider must be used if available. Results from proficiency testing are an indication of a laboratory?s competence and are an integral part of the assessment and accreditation process. Laboratories use proficiency testing to test the caliber and quality of the processes, systems, equipment, and personnel used to analyze and test products. The Pesticide Residues in Fruits and Vegetables (P01) program provides testing for an extensive array of pesticide residues in a fruit and vegetable matrix. The Standard Microbiology (M01) program helps laboratories prove proficiency in detection of pathogens (including Salmonella, E. coli O157:H7, and Listeria), as well as quantifying coliforms, E. coli, Coagulase Positive Staphylococcus, yeast and mold, and aerobic organisms. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by September 7, 2007. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This announcement does not bind the government to any particular acquisition approach. All responses or questions regarding this posting must be in writing and can be sent via email to HARRY.BRUBAKERIII@fda.hhs.gov. No phone calls will be accepted. This sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 13. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov.
