Description
The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to the University of Chicago Press, ?Clinical Journal of Infectious Disease (CID)?, 1427 East 60th Street, Chicago, Illinois. 60637-2954. The authority for this sole source procurement is FAR 6.301 and 13.106-1. The supplement would be comprised of 12- 20 articles and will include major reports recording the experience and lessons learned to ensure that this information will be available for future needs. It will also include reports on both inflammatory and ischemic cardiac events associated with the DHHS program, a report documenting the outcome of longer term follow-up of vaccine recipients who experienced cardiac events, and a report publishing the evaluation used to assess ischemic cardiac event association with vaccine emergently for interim ACIP decision making. A review of the dermatologic events associated with smallpox vaccination, reports of the active surveillance experience and of the CSTE experience, a report of the HRSAA smallpox injury compensation program experience and an evaluation of public health response options to re-introduction of smallpox evaluated by modeling will also be included. The purpose of the Scope of Work is to prepare and publish a supplement to a national medical journal recording the events (both positive and adverse) relating to the smallpox vaccination effort in articles developed by noted scientific authors from the public and private sector. The publisher of the national medical journal will print a special edition of the national medical journal heretofore referred to as a journal supplement. The supplement will be printed and ready for distribution in January 2008. CDC will receive 250 copies of the National Medical Journal Supplement on the CDC Smallpox Vaccination Effort detailing the events of the effort, the experience gained from the effort, and the lessons learned. Recording this information in a National Medical Journal Supplement format will ensure that the information relating to the Smallpox Vaccination Effort will be available for fututur needs. Justification for other than full and open competition is considered due to the Clinical Infectious Disease Journal (CID) being an official publication of the Infectious Disease Society of America (IDSA) ? the most creditable and respected scientific body involved in the development, discussion and dissemination of policies and research findings related to the prevention and control of infectious diseases. CID is the most widely respected and read publication of its kind in the world and the CDC wishes to maximize on this investment by ensuring the most efficacy regarding dissemination. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the publishing and access to appropriate environmental health professionals in both public and private sectors are encouraged to identify themselves and give written notification to the Contracting Officer within 5 days of the publication date of this synopsis. Determination by the Government not to compete this proposed action based on responses to this notice and is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
