Description
National Oceanic Atmospheric Administration (NOAA) Acquisition & Grants Office (AGO), Mountain Region Acquisition Division (MRAD), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of California for the exchange of scientific expertise and data. This scientific exchange of research and data includes research in the light absorption by atmospheric aerosols on board the Woods Hole Oceanographic Institute Research Vessel Knorr. The data will be acquired using NOAA furnished photo-acoustic aerosol absorption spectrometer (PAS) and a cavity ring-down aerosol extinction spectrometer (CRDS). The PAS for measuring soot (absorbing aerosols) was developed at NOAA in Boulder and it requires intimate knowledge of the workings of the instrument to accomplish these measurements. The measurements of light absorption will be made both along the northeast coast of the United States and in the Norwegian, Greenland and Barents Seas in the Arctic. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (NTE 100K). This notice is issued for information only. NO SOLICITATION IS AVAILABLE. The instrumentation to be used in this study is extremely delicate and intricate and there is no other source available with the knowledge and ability to perform the study. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide these services without any detrimental impact to NOAA's program may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact within 15 days after publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
