Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Office of Law Enforcement (OLE) Headquarters provides support for all NOAA law enforcement activities at the Silver Spring, Maryland location and at six divisional offices co-located with regional NOAA facilities. The government requires a web-based subscription or license service to obtain seafood and foreign trade data. The data shall include detailed information on all frozen waterborne shipment of seafood entering the United States, including but not limited to commodity names, importer and exporter names and addresses, volume of shipment, origin country, US port of entry, and date of arrival. The data shall be current and updated not less frequently than weekly. The deliverables shall include downloadable reports. The period of performance is expected to be approximately 60 months. The contractor shall not be permitted to disclose any information which has not entered the public domain. Title to all government data shall remain with the government. The information set forth in this Pre-Solicitation notice is an advanced copy of NOAA?s Request for Quote (RFQ) that becomes final unless otherwise modified before the response date. This requirement is a total small business set aside. The applicable NAICS code is 516110. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach -- The likelihood of effectively meeting the requirements; 2) Past Performance -- The relevance and quality of prior performance; and 3) Price -- The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding ((O) -- Conspicuously striking in eminence; Good (G) -- Beneficial and worthwhile; sound and valid; Adequate (A) -- Reasonably sufficient and suitable; Marginal (M) -- Minimally suitable at the lower limit. The government estimate of $86,700 is based upon authorized access for 17 federal employees to obtain data at all times. CLIN 0001 shall be for Seafood Data and Foreign Trade Data, and shall list the per person annual unit prices, i.e., Year 1: ________ per person annual unit price, Year 2: ________ per person annual unit price, Year 3: ________ per person annual unit price, Year 4: ________ per person annual unit price, Year 5: ________ per person annual unit price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-19. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4 Terms and Conditions ? Simplified (Other Than Commercial Items); 1352.239-73 Security Requirements for Information Technology Resources ; 52.243-1 I Changes ? Fixed Price Alt I. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. See Federal Business Opportunities (FedBizOps) Notes 25 http://www.eps.gov/Numbered_Notes.html All responsible sources that meet the requirements and provide the services listed above may respond to notice with a quotation emailed or faxed to the depository to the attention of the cognizant Contract Specialist, not later than September 11, 2007 at 10:00 a.m. (local time). Responses shall not exceed more than ten (10) pages including a letter of transmittal. It is the responsibility of the contractor to confirm NOAA?s receipt of its quotation. Each response shall address the approach to perform and manage the work, past performance that is relevant and high quality, and price to perform. The Government reserves the right to make a single award, multiple awards, or no award as a result of this notice. The information set forth in this presolicitation notice is an advance copy of the Request for Quotation (RFQ) that becomes final unless otherwise modified before the due date.
