Description
The Veterans Affairs Medical Center, 4100 West Third Street, Dayton, OH 45428 requires renovation and expansion of the Emergency Department, ED, located in Building 310. Under Project Number 552-311, the contractor will provide all necessary supervision, labor, materials, tools and equipment to expand and renovate the ED. Work will accomplished in four sequential phases, with the site work and new addition being accomplished before the renovation phases and includes all activities associated with a new building addition along with all renovation activities including finishing, electrical, plumbing, and HVAC. The project will require careful attention to hard barriers and control of dust migration, noise and vibration disturbance of the continuing ED 24/7 operations, and will require coordination and scheduling of work at night and early morning. Existing floor tile mastic is an asbestos-containing material (ACM) and must be removed by approved procedures. Estimated construction cost range is between $1,000,000.00 and $5,000,000.00. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractors eligible for an award shall be 51 % or more owned and managed by Service Disabled Veterans. Service Disabled Veterans shall control the daily operations of the firm. The firm must be SMALL under relevant North American Industrial Classification Standard (NAICS) code and the firm must be REGISTERED and CURRENT in the following websites: http://www.vip.vetbiz.gov , http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The Contracting Officer is not responsible for correcting information. The Contracting Officer is not responsible for Joint Ventures. Each of the parties of firms qualifying as a joint venture under the SDVOSB program, must be a small business and, one of the parties, the managing participant, must be an SDVOSB. Further determination of whether or not the joint venture as an entity, qualifies as a small business depends on the dollar value of the award. The NAICS code for this project is 236220 and the small business size standard is $31.0 Million. Bid Bonds, Payment Bonds, and Performance Bonds will be required. The solicitation documents will not be posted on FedBizOpps website (http://www.fbo.gov ). The solicitation should be available in hard copy on or about August 22, 2007. There is a $50 non-refundable charge for each copy. Payments must be in the form of a Money Order or Cashier's Check, made out to the Agent Cashier. In order to receive this material, interested offerors must submit a written request on the company's letterhead to the Contracting Officer and list a point of contact (POC), phone, fax and address. A Bidder's mailing list will not be prepared nor distributed by the Contracting Officer, as it is the Offerors responsibility to register in the http://www.fbo.gov website. A ONE-TIME SITE VISIT WILL BE SCHEDULED. SITE VISIT INFORMATION WILL BE IN THE SOLICITATION PACKAGE. DUE TO SECURITY REQUIREMENTS, ALL SITE VISIT ATTENDEES MUST BE PRE-REGISTERED IN ORDER TO ATTEND. ANY INDIVIDUAL NOT PREGISTERED WILL BE EXCLUDED FROM THE SITE VISIT. SOLICITATION AMENDMENTS: Failure to attend the site visit shall not relieve the successful Offeror from compliance with all specifications, drawings, terms and conditions of resultant contract. Amendments to the solicitation will be posted at http://www.fbo.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging in writing all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitations for Bid.
