Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being conducted with commercial procedures as outlined at FAR 12. Solicitation number H92240-07-T-G002 is issued as a request for quotation (RFQ). The resulting contract will be firm fixed price. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-18. Note #1 applies. FSC: U099 NAICS: 611430 with a size standard of NTE $6.5 million F.O.B.Destination. All responsible business may submit a quote that shall be considered. Technical POC: LT David Huber Ph (619) 437-3339 david.huber@navsoc.socom.mil Contract Period: October 29-November 8, 2007 Offerors must submit a schedule of classes with their quote that is within the above time frame. Offerors must provide all course and training materials. The materials provided for conducting the course and the materials provided to the students must be permanently provided to the students. Responses must include a list of all course and training materials. DESCRIPTION: Tactical Driving and Urban Movement Course of Instruction COIs need to include the following Tactics, Techniques and Procedures (TTPs): high speed, instinctive, defensive, aggressive and tactical driving, convoy/motorcade protection, vehicular firearms deployment, personnel egress from motor vehicles, passive surveillance detection, threat recognition, and avoidance, and advance site securing procedures. Contractor must teach these TTPs at a single location. Contractor must have on staff Subject Matter Experts (SMEs) who have combat experience in OIF and or OEF. These individuals must also have a SEAL (NEC) and PSD experience. Contractor locations should optimally be within Southern California to efficiently support the training requirements, course content, scheduling, student throughput capabilities and the capability to handle SECRET material on their premises. The following are the guidelines for Tactical Driving and Urban Movement: a. Time allotted for Tactical Driving is no more than 5 training days b. B. Vendor must be able to accommodate 2 NSW Troops (60 personnel) c. C. Training must be conducted within the San Diego area, defined as San Diego, Imperial, Orange and Riverside counties d. D. Training will be conducted IAW NSW crawl, walk, and run philosophy. The walk and run progression will be conducted with a combat load/gear e. Vendor must provide adequate training and range facilities for both Tactical Driving and Urban movement f. F. Transportation will be supplied by NSW g. NSW shall supply weapons, ammunition, HMMVs, 1st,2nd,and 3rd line gear, night vision communication gear and MSD gear Detailed Requirements for Tactical Driving a. Major Skill sets, topics to be taught 1. Basis familiarity, set-up and operation of individual and Team gear provided by NSW in accordance with NSW TTPs. 2. Driving and motorcade COI to cover the following: a. Reactive/ Defensive Driving b. Passenger Proficiency c. Passenger Seat d. Driver Switch e. Forward and Reverse f. Pursuit Driving g. Double Car h. Shooting Positions i. Ramming, screens and blocks j. Forward/reverse out techniques k. SUV Operations and characteristics l. Motorcade Operations m. Motorcade evasive maneuvers GMV HMMV Familiarization Convoy ops to be taught IAW NSW SOPs and USSCOM Combat Convoy TTPs a. Convoy Operations b. Convoy Emergency driving procedure c. Mounts and Dismounts d. Emergency Mounts and Dismounts e. Shooting from a vehicle f. NVG driving Perimeter/Camp Security Concepts a. Camp Functions b. Camp defensive/emergency procedures IAW NSW TTPs Basic Detainee Handling a. Techniques b. Rules and Regulations Night-Vision Driving in a MSD Environment a. AN/PVS-15 BNVS The following list is the proposed Urban Combat Skills requirement for the NSW Operators: a. Operating in an urban MOUT Environment 1. Instinctive firing drills day/night 2. Fire and Movement day/night 3. Immediate action drill 4. Negotiating Barricades 5. Patrolling techniques 6. Combat Clearing 7. Flash-crash Familiarization/safety Advanced Night Vision Device (NVD) operation to include driving and in-extremis marksmanship training using NVDs Advanced Convoy Operations and driving Skills Situational awareness exercises Bailout drills and strongholds Down driver scenarios Operating with Dissimilar, non military vehicles and aircraft The above requirements are minimum standard and not all encompassing. The vendor should issue course critiques to students at the beginning of the COI as a feedback mechanism. In accordance with FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) award will be made based on technical capability, past performance and price. These evaluation factors have equal importance. For past performance evaluations, please provide at least three (3) references of sources that you have provided specified materials and or service (s).
