- The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition. NRL will negotiate with Qwest Govrnment Services, Inc, for dark fiber access. This network will interconnect a number of Department of Defense R&D agencies and other network research activities over a dedicated (exclusive use) dark fiber infrastructure across approximately 200 miles. The infrastructure requires TruWave/AllWave (or equal) cable with no connectorization except at the end locations (and selected way points). Specific locations include the Naval Research Laboratory (Washington, DC), Laboratory for Telecommunications Sciences (College Park, MD), Laboratory for Physical Sciences (College Park, MD), Army Research Laboratory (Adelphi, MD), Fort George Meade (MD), Defense Information Systems Agency (Bailey?s Crossroads, VA), Defense Advanced Research Projects Agency (Arlington, VA), University of Maryland (College Park, MD), George Washington University (Washington, DC), Eckington POP (Washington, DC) and Tysons Corner POP (Tysons Corner, VA). The resulting contract will include options that may extend the period of performance up to twenty years. This network must become operational by 30 September 2007.
