This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The actuators from MTS Systems Corp. is the only known equipment that will meet testing requirements. Award to any other source would resu lt in substantial duplication of development, documentation, engineering, and spare cost to the Government that is not expected to be recovered through competition. All responsible sources may submit a quotation which shall be fully considered by the agenc y.
