- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the response due date of this synopsis will be considered by t he Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number is W911QX-07-T-0252. This acquisition is issued as a Request for Quote (RFQ). Th e solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-18, dated July 5, 2007. This acquisition is a sole source to DSM Dyneema, Mauritslaan 49 Urmond 6129 El, Netherlands. DSM is the s ole manufacturer of the HB fabric material. Patents for the fabric are held exclusively by DSM Dyneema. This specific DSM Dyneema fabric is required for composite testing purposes. The associated NAICS code is 314999. The small business size standard is 500. The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable: CLIN 0001, Dyneema HB2 fabric 2,500 linear yards, CLIN 0002 Dyneema, HB26 fabric, 1,200 linear yards. Description of requirements: N/A Delivery is required 45 days after receipt of order. Delivery shall be made to US Army Research Laboratory, ARL Receiving Section, Bldg 434, Aberdeen Proving Ground, MD, 21005. Acceptance shall be performed at US Army R esearch Laboratory, APG, MD 21105. The FOB point is Destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: Offerors shall include a complet ed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
