Description
The Fort Bragg Directorate of Contracting (DOC) intends to issue a Request for Proposal (RFP) for a Multiple Award Task Order Contract (MATOC), Indefinite Delivery-Indefinite Quantity (IDIQ), for small-scale general maintenance services and repair pr ojects in support of the Department of Public Works (DPW) located on Fort Bragg, North Carolina. The anticipated contract type will be firm-fixed price (FFP) and consist of a one year base ordering period and four (4) one-year optional ordering period, wit h a total IDIQ program ceiling of $25M across all contracts awarded. The total contract period, to include options, will not exceed five (5) calendar years. Delivery/Task Orders will range from $2,000.00 to $200,000.00. All orders placed under the MATOC wi ll be subject to either the Davis-Bacon or Service Contract Acts. The Government intends to issue one solicitation and anticipates awarding a maximum of eight (8) individual MATOC contracts. A total of five (5) awards will be reserved for the following sma ll business concerns: 8(a) and HubZones. Three (3) awards will be unrestricted with a evaluation preference for Service Disabled Veteran Owned Small Businesses (SDVOSBs) that submit offers within the competitive range. All will contract awardees will compe te for tasks above $25K in accordance with a fair opportunity task order process. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $31.0 million average annual revenue for the prev ious three years. Typical work will consist of multiple disciplines in general maintenance and construction disciplines that include, but are not limited to: interior and exterior renovations, fencing, plumbing, maintenance, repair, alteration, mechanical, electrical, heating/air conditioning (HVAC), demolition, painting, roofing, painting, paving projects, and other related work for facilities located on Fort Bragg, North Carolina or Pope Air Force Base, North Carolina. All task order projects will include information such as a Statement of Work (SOW), specifications, drawings, attachments, and information pertaining to site visits. The facilities (area/building) may be occupied during the accomplishment of some task orders. Prospective Contractors will be responsible for providing such coverings, shields, and barricades as required to protect the facility occupants, furniture, equipment and supplies from dust, debris, weather intrusion, or other damages relating from task orders. Contractors should expect to do multiple task orders concurrently. The successful Contractors will need to establish a working office within the geographical area of Fort Bragg, North Carolina in order to be able to respond to emergencies within 120 minutes (2 hours).
