Description
The Capital District Contracting Center, Fort Belvoir, VA 22060 intends to award a simplified acquisition on a sole source basis to Elsevier, Inc. for the purchase of 1-year license for Mosbys Nursing Skills, a web-based nursing skills and procedure s reference system. Elsevier is the exclusive publisher of this reference system. It provides healthcare organizations with enterprise-wide access to a robust collection of high quality nursing skills content, as well as an effective tool for documenting assessments of staff competencies. It is comprised of more than 500 skills, offers quick, summarized skill information, detailed rationales and illustration and video or flash based animations. The system provides online test-taking, institutional learni ng management functionality and text-based customization features. No other similar reference system on this subject exists. Elsevier, Inc. has sole rights to the Mosbys Nursing Skills System. Elsevier shall grant the to Government a non-transferable, non-exclusive right and license to access and use the Mosbys Nursing Skills online medical reference system. The North American Industry Classification System (NAICS) code for this acquisition is 611710 with the size standard being $6.5 million. All int erested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona-fide capability to meet this requirement. Only written responses will be considered. All written responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issue d. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response is received within 5 calendar days after publication of this synopsis that a comparable source is available, an order will be placed against the requirement mentioned above.
