Description
This is amendment 2 to this combined synopsis/solicitation. The purpose of this amendment is to make the following changes: 1. Change From: "The FBI will require 2 days of studio time", TO: "The FBI will require 1 day of studio time". 2. The estimated number of seconds for actor 2 is hereby changed FROM: 1,110 seconds TO: 810 seconds. 3. Reference #6, Be capable of building sets for the motions to be captured on, to include a straight staircase with a 10 foot by 10 foot platform at the top capable of supporting the weight of 3 average adult males. DELETE THE FOLLOWING PORTION OF THE SENTENCE: and a commercial stairway (flight of stairs, landing, another flight of stairs going the other way) capable of supporting the weight of 3 average adult males. The due date for quote submissions is hereby extended to 8/31/2007 at 11:00 AM, EST. No questions will be accepted. If you have already submitted a quote in response to this notice, please resubmit your quote incorporating the requested changes. All other terms and conditions remain unchanged. *************************************************************************************************************************************************************************************************** PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 0193132. The NAICS Code for this requirement is 541990, All Other Professional, Scientific, and Technical Services; with a size standard of $6.5 million. This requirement is a 100% small business set-aside. The resultant contract will be a firm-fixed price contract (studio time, staging, etc), with a Not-to-Exceed ceiling for animation services (based on the estimated number of seconds). The requirement is for studio time to acquire motion capture data that can be used to create and develop simulation training. Motion capture data created during studio time shall be delivered as the final product. The successful Offeror WILL NOT create a simulation as a result of this solicitation. The FBI will require 2 days of studio time. The contractor must allow the FBI to supply their own subject matter experts to perform as actors. There will be three actors. The estimated number of seconds for each actor is 160 seconds for actor one-actor full body (not including face) animation data. 1,110 seconds for actor two-actor full body (not including face) animation data and 480 seconds for actor three-actor full body (not including face) animation data. Additional motion capture requirements are as follows: 1. Provide optical motion-capture services, including: character set-up, a team to operate the motion-capture equipment, and studio space to capture motions in. 2. Provide accuracy in motion capture at least equivalent to or better than the capabilities of the Vicon MX40 camera (10-bit grayscale, 2352 x 1728 pixels, full resolution capture at 166 frames per second). 3. Support a capture volume of at least 20 feet wide, 20 feet long and 20 feet tall. 4. Support the simultaneous capture of at least 3 actors on the same stage. 5. Be capable of tracking rigid props at the same time as human motion. 6. Be capable of building sets for the motions to be captured on, to include a straight staircase with a 10 foot by 10 foot platform at the top capable of supporting the weight of 3 average adult males and a commercial stairway (flight of stairs, landing, another flight of stairs going the other way) capable of supporting the weight of 3 average adult males. 7. Be capable of displaying a real-time 3D render of the characters and environment model on-screen in the studio as the motions are being captured, to enable the animation director to verify that the motions are correct. 8. Provide a single-angle digital video reference of the capture session with audio. 9. Provide client software that allows the government customer to preview all the captured data and choose the starting and stopping points in the data stream for clean-up and post-processing. 10. Provide post-processing data clean-up services for all motion capture data. 11. Deliver a useable final product in 3ds Max Character Studio format (.csm files) that can be applied to characters and modified in Autodesk's 3D Studio Max application. 12. Provide a turn-around time of less than 2 months from motion capture date to final delivery of output files. Quotes shall include all shipping costs as applicable. All deliveries under this requirement will be FOB destination. Responses shall be submitted via electronic submission to Lauren Yates at lgyates@fbiacademy.edu. The due date for responses to this RFQ is on or before August 28, 2007 at 2:00 pm Eastern Daylight Time. Responses must be marked as follows: "RFQ 0193132." All correspondence regarding this requirement must be submitted to Lauren Yates via email. Quotes shall include a point of contact, contractor DUN's number and TIN number. This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-18. The provision at FAR Clause 52.212-1, Instructions to Offerors (Sept 2006) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to lgyates@fbiacademy.edu." Provision 52.212-2, Evaluation - Commercial Items is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Prior to award, the intended awardee will be required to submit documentation to include a Standard Form SF328 and a Key Personnel Listing.
