Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR PROFESSIONAL SERVICES, SIMPLIFIED ACQUISITION, IN ACCORDANCE WITH FAR PART 13.105 AS SUPPLEMENTED WITH THE ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS IS A SET-ASIDE FOR SMALL BUSINESSES. The Department of Health and Human Services, Substance Abuse and Mental health Services Administration requires a contractor to provide creating trainig materials for consumers, family members, and providers on developing peer support approaches for persons with co-occurring mental health, substance abuse problems, and somatic/physical health ailments. Background: The Substance Abuse and Mental Health Services Administration (SAMHSA) was created in 1992 to work in partnership with States to improve prevention, treatment and rehabilitation services for individuals with mental illness and substance abuse disorders. SAMHSA?s Center for Mental Health Services (CMHS) provides national leadership for mental health service delivery improvements. One of SAMHSA?s stated priorities is in the area of mental health transformation. Mental health transformation responds to the recommendations put forth by the 2003 final report of the President?s New Freedom Commission on Mental Health, "Achieving the Promise: Transforming Mental Health Care in America." Specifically, the commission cited that people with co-occurring disorders are inadequately served. Further the commission cited as a primary goal the need for mental health care to be consumer and family driven. Peer support approaches to serve people with co-occurring mental health and substance abuse problems have been cited as a promising practice. These approaches, such as Double Trouble in Recovery, Dual Recovery Anonymous, and Dual Disorders Anonymous, can provide valuable support and assistance in promoting recovery. There is a clear need for information on how such approaches can be developed in counties and states. In addition, there is a need for information on how peer support approaches could assist in the needs of persons with mental illness with co-occurring physical or somatic illnesses. This is particularly crucial given the high rates of early mortality and co-morbidity for people with mental illnesses. Purpose of this Contract The purpose of this contract is to: 1. Create written training materials for consumers, family members, and providers on developing peer support approaches for persons with co-occurring mental health, substance abuse problems, and somatic/physical health ailments. Deliverables 1. General Requirements a. All work under this contract shall be monitored by the Government Project Officer b. All reports and materials produced under this project shall be the property of the Federal Government, which includes SAMHSA. SAMHSA may utilize, print, or disseminate such material without further charge. c. The contractor shall not expend funds on the development of any specific communications product until the SAMHSA Office of Communications has received concept clearance (with or without special conditions) for the product from the HHS Office of the Assistant Secretary for Public Affairs. For this purpose, a communications product is defined as an item of printed or audiovisual information carrying the Department's name as the publisher or in which the Department has a proprietary interest, whether written or published in the Department or outside, regardless of how it is financed. d. A publication or audiovisual product requires clearance through SAMHSA OC and OASPA if 50 or more copies are to be distributed outside of DHHS, or if it will be posted on a Website available outside of DHHS. This applies to communications products distributed to: Congress; other Federal State, and local branches of government; contractors; grantees; the public or other constituencies; and intermediaries. It includes products printed or duplicated by contractors or by desktop means. Communications products include, but are not limited to: books, booklets, brochures/pamphlets, reports, newsletters electronic/web, videos, CD-ROMs and audiotapes. e. Products being developed under this contract for potential dissemination by or on behalf of SAMHSA must be developed and/or reviewed by a senior writer/editor who has been identified among the key personnel for this project. That individual must be able to provide the necessary expertise for appropriate and accurate content and editorial review needed to achieve a nigh standard of excellence in content, syntax, grammar, and style, including attention to the match between target audience and content level. f. Products developed under this contract for potential dissemination by or on behalf of SAMHSA should ? (i) reflect consistent use of a style manual (preferably GPO, although other manuals may be selected and used with reason); (ii) adhere to common standards of grammar and usage; and (iii) include correct form and content in use of logos, content and look of cover, title page, acknowledgement, and disclaimers as determined by SAMHSA?s Office of Communications and the HHS Office of the Assistant Secretary of Public Affairs. 2. Specific Requirements Task 1 - Initial Meeting and Project Plan Within five working days of the contract effective date, the contractor shall meet with the GPO, either in person or via a conference call, to review the Plan of Performance and to discuss all aspects of the contract. The contractor will revise the work plan based on this initial meeting. The revised work plan is to be submitted to the GPO by the Contractor within 5 business days after the meeting. Task 2 - Develop and Submit Training Material Outline The contractor will develop and submit two outlines for training guides targeting consumers, family members, and providers that focus on developing peer-support approaches for: 1) mental health consumers with co-occurring addictions; and 2) persons with co-occurring mental health and somatic/physical problems. Task 3 - Develop and Submit Draft Materials The contractor will submit to the GPO for approval, draft training materials that provide guidance on how to develop peer-support approaches for: 1) mental health consumers with co-occurring addictions; and 2) persons with co-occurring mental health and somatic/physical problems. Task 4 - Revise and Submit Final Materials The contractor will revise the draft materials based on GPO comments and submit 2 copies of the training materials in both hard copy and Microsoft Word formats. Evaluation Criterion: 1. Understanding of the Problem (20 points) A clear and succinct statement of work, purpose, goals, and description of the proposed work to demonstrate the offeror's complete understanding of intent and requirements of this contract. 2. Personnel (25 points) The proposal shall include the experience, qualifications and commitment of the proposed key personnel in peer support for the areas of co-occurring mental health, substance abuse, and somatic problems. They should be familiar with mental health consumer, family member and provider groups. 3. Approach (30 points) A description of the proposed approach to comply with the requirements in one or more of the tasks specified in the Statement of Work, including the development of publications, familiarity with publication clearance, and training. 4. Past Experience (25 points) A description of the experience of the offeror's successful past performance creating training materials for peer support and producing publications for the public. The proposal should demonstrate understanding of the consumer, family member, and provider populations in this subject area. This combined synopsis/solicitation is set-aside for Small Business concerns, in accordance with FAR 13.105.
