Description
This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Environmental Conservation Division located in Seattle, WA on a sole source basis with the University of Washington in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The University will provide support for a regional symposium on geoduck and shellfish, and support for development of a harmful algal bloom (HAB) and pathogen newsletter. Provide support to convene a meeting of Pacific Northwest stakeholders and constituents, and support for a student research fellow for aquaculture. One goal of NOAA Fisheries and WSG is to restore and enhance natural and cultured stocks of fish and shellfish to support biodiversity and sustainable use. Recently, cultured seafood has become an emerging issue due, in part, to questions of quality (and safety) of imported seafood to U.S. markets. Recently, the National Offshore Aquaculture Act of 2007 is being considered by the Congress and would provide important tools to foster an environmentally and economically sustainable marine aquaculture industry in the United States if passed. In the Pacific Northwest, information gathering to learn the current perception of both industry and consumers on aquaculture is needed for future planning. A student research fellow is needed to coordinate this information gathering on aquaculture perception so that we are prepared to move forward on an emerging aquaculture issue. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition action with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
