- This is a notice of intent to issue an order to AT&T Datacomm, 1900 Gallows Road, Rm 7121, Vienna, VA 22182, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement is for: CLIN 0001 ? 2 EACH AMPLIFIER SATELITE UPLINK; KU-BAND; INDOOR; FREQUENCY RANGE 13.75-14.5 GHZ; 400W; RATED POWER GAIN 73DB; SMALL DIGNAL GAIN 77DB; INPUT VSWR: 1.20:1 MAX WITH RESPECT TO 50 OHMS; OUTPUT VSWR: 1.60:1 MAX WITH RESPECT TO 50 OHMS WITHOUT ISOLATOR, 1.25:1 MAX. WITH RESPECT TO 50 OHMS WITH ISOLATOR; INCLUDES: ENGINEERING ELECTRICAL POWER EFFORT AQUISITION, SHIPPING, INSTALLATION, TEST, CERTIFICATION, AND REMOVAL OF EXISTING HPAS; PWR RQMTS: 100 - 264 VAC, 1-PHASE, 47 - 63 HZ, 1.5 KVA TYPICAL. Justification for Sole Source: AFIADL is requesting the sole-source procurement, engineering, and installation of 2ea TWT RF power amps for the ATN satellite uplink currently under contract maintenance with AT&T. The project will require modifications to existing commercial power and cooling systems, and will require material and fixtures not specifically lined out on the BOM. Further, the vendor will remove the old equipment and transport to DRMO for salvage. remove the old equipment and transport to DRMO for salvage. AT&T is the only source that can provide this upgrade without voiding the current maintenance contract. Due to the current service and maintenance agreement which prevents incorporation of other transmission equipment except through AT&T purchase and voids responsibility for future maintenance if another service provider attempts to install, de-install, or provide maintenance on any major piece of equipment used to operate the ATN. AT&T is the prime contractor responsible for the installation and maintenance of all Air Force ATN sites within the CONUS. This announcement constitutes the only notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all quotes received by the closing date specified in this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
