The Navy?s current Aircraft Panel Mounted First Aid Kit, NSN: 6545-00-919-6650 contains items that while adequate, are technologically outdated and are cumbersome to use, affecting the timeliness of wound stabilization and management of blood loss. The U.S. Navy wishes to acquire information on a state of the art aircraft mountable multi-purpose first aid kit with the following specifications: (1) The kit shall be packaged in a soft case meeting the size, manufacture, and mounting specifications identified in MIL-C-303C. (2) The casing shall be permanently and legibly marked with waterproof black ink. The label shall read: PANEL MOUNTED AIRCRAFT MULTI-PURPOSE FIRST AID KIT. (3) A Geneva Red Cross on a white background shall be permanently applied to the front of the case, centered above the label. Color of the cross shall be Color 11105 (gloss red) as shown in FED-STD-595 and the white background shall be Color 17886 (gloss white) of the same specification. (4) Items contained in the kit shall be individually sealed for protection and shall be re-sealable. (5) Individual items shall be packaged in two separate, re-sealable plastic bags, one for general first aid items and one for trauma items as listed below. (6) First aid kit and components must be easy to open for an injured aircrewman. (7) Kit shall contain an instruction card on first aid procedures and uses for each of the items.
