- This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The scope of this contract is to rent two pieces of tractor equipment w/operators for Noxubee National Wildlife Refuge, Brooksville, MS for removal of soil and stockpiling. The tractor equipment w/operator specifications include (425 or Greater Horsepower Tractor pulling two 18 yard scrapers with fuel included and operator) and (225 to 300 Horsepower Tractor pulling two 14 yard scrappers with fuel included and operator). Motorized Scraper Type Road Machines are not authorized due to ground conditions. Work is being done to restore and deepen old lake bed and will be extremely dependant on weather conditions and patterns. There will not be any construction associated with the work being performed. NACIS Code: 532412, Size Standard: 500 employees. This is a total small business set-aside. A firm fixed price commercial order will be issued. NOTE: In order to be eligible for award, prospective offerors must be registered in the Central Contractor Registration (CCR) and complete the Online Representations and Certifications Application (ORCA) at http://www.orca.bpn.gov. Prior to the CCR registration, offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must be registered in EC at web site http://www.ccr.gov. Once you are registered you will be able to view Request for quotes or submit quotes on line at http://ideasec.nbc.gov (the Department of Interior site). For questions at Interior's site, please call the help desk at 703-390-6633. This will be your only means of obtaining the award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for quote receipts may render your offer non-responsive and result in the rejection of same.
