- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-Q-0039 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source purchase order for the Americ an Institute of Physics (AIP) Complete and Institute of Physics (IOP) Package Z journal packages from the American Institute of Physics (AIP). CLIN 0001 will be for a subscription for 2008 to American Institute of Physics (AIP) Complete and CLIN 0002 will be a subscription for 2008 for Institute of Physics (IOP) Package Z. Shipping costs for delivery shall be included in the quote as FOB destination for Redstone Arsenal, AL. All responsible sources may submit an offer, which shall be considered by the A gency, if received by 10 September 2007, 3:00 pm Central Standard Time (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Fed eral Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The Government intends to acquire a commercial item using FAR Part 12. The solicitation/ resulting contract include the following provisions/clauses: Provisio n 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Require d to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 3:00 pm, (CST), 10 September 2007, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. I nterested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 pm local time on 10 September 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely wi thin the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
