- Note 22. Army Contracting Agency (ACA)/ITEC4 intends to negotiate on a sole source basis with Interindustry Economic Research Funds (IERF), Inc., College Park Maryland. This acquisition is the follow-on to W91QUZ-06-P-0053. The Office of the Director , Program Analysis and Evaluation within the Office of the Secretary of Defense uses the Defense Employment and Purchases Projecton System (DEPPS) to publish the Projected Defense Purchases by Industry and State. The primary task of this 12-month requireme nt will be to take the defense demands allocated by industry and location, incorporate these in a microeconomic input-output forecast model that allocates direct expenditures, indirect expenditures, and employment by state, industry, and occupation. Requir ements also include: 1) The Government shall retain all data rights; 2) Results must be in non-proprietary format; 3) provide ability to run desktop simulations/variations for policy analysis; 4) ability to handle data in NAICS classification; 5) U.S. Macr oeconomic forecast must be consistent wtih those available commercially; 6) Input-Output matrix underlying macro forecast must contain enough resolution to allocate defense demands across all revelent industrial sectors; 7) Provide data that are filtered, screened, and virus free; and, 8) Data must be ODBC compliant. The contractor must have experience working with: a) Defense budgeting, especially deflators; b) The Future Years Defense Program (FYDP); and, c) The application of Input-Output (I-O) models to defense funding. Capability Statements should be submitted NLT 12:00 noon on September 4, 2007.
