Description
The Global Positioning Systems Wing (GPSW) intends to award a sole-source, Cost Plus Fixed Fee (CPFF) modification to contract F04701-96-C-0025 to obtain the developmental organizational support needed to launch the next block of GPS satellites, the Block IIF. The specific tasks to be performed in support of the GPS Architectural Evolution Plan (AEP) and Launch/Early Orbit, Anomaly Resolution & Disposal Operations (LADO) satellite command and control systems and AEP Positional Training Emulator (PTE) training system are described in the attached Statement of Work (SOW) and will be performed in support of the GPSW at Schriever AFB, CO, and Vandenberg AFB, CA. The period of performance for this effort shall be for a one year period from 1 January 2008 ? 31 December 2008, with an option for one additional year thereafter. The intended source for this effort is The Boeing Company, 2201 Seal Beach Boulevard, Seal Beach, CA 90740, based on the Government?s urgent and compelling need to be able to successfully launch of the first GPS Block IIF satellite by no later than September 2008. Boeing is the single prime contractor for the GPS Block IIF Operational Control Segment (OCS). As the developers of the Block IIF satellite and the AEP, LADO, and PTE systems, they are uniquely qualified to continue providing developmental org-level support activities and provide the necessary maintenance familiarization training. In addition, this is a follow-on to the existing org-level effort being provided under the GPS IIF contract. However, there maybe Small Business opportunities associated with this effort. Any persons or companies interested in this notice are to respond to the requirement(s) and submit their capabilities to Linda.Vanish@losangeles.af.mil. The capabilities statement should address why the company believes that the prior sole source justification is no longer valid. Responses to this synopsis should be submitted via email in electronic form in MS Word 2000 or newer format or PDF format to Linda.Vanish@losangeles.af.mil with a follow-up signature hard copy of the submission to GPSW/PK, Attn: Linda Vanish, 483 N. Aviation Blvd., El Segundo, CA 90245-2808. All responses are due no later than 11 September 07 and must conform to 8.5 x 11-inch pages, with font no smaller than 12-point, with a maximum of 20 pages. Oral communications are not acceptable. All responsible sources may submit a statement of capabilities (SOC) which will be considered. Oral communications are not acceptable. The SOC must include the following information: 1) Company name, mailing address, points of contact and telephone numbers; 2) business size classification (large, small, or other); 3) experience with AEP or similar technologies; 4) ability to satisfy the government?s performance and schedule requirements described above; and 5) the facilities to work at the appropriate security level. Proprietary information must be expressly identified in the SOC. Any information submitted in response to this synopsis is strictly voluntary. The Government does not reimburse respondents for any cost associated with submission of the information or reimburse expenses incurred by parties for responses to this Special Notice. STATEMENT OF WORK (SOW) FOR CLIN 24 DEVELOPMENTAL ORGANIZATIONAL SUPPORT ACTIVITIES The contractor shall: - Provide Developmental Support for both Architectural Evolution Plan (AEP) and Launch/Early Orbit, Anomaly Resolution & Disposal Operations (LADO) facilities and systems by performance of the following tasks: Task 1: System Administration: Identify symptoms that indicate the system is not performing to specifications and provide appropriate response concerning issues with operational capabilities. Help develop and monitor Network Administration Operator (NAO) procedures to troubleshoot and correct failures as specified by approved configuration/restoration and security guidelines. Provide 24/7 support for account restoration and other organizational level maintenance within approved security bounds. Task 2: Hardware Maintenance: Identify symptoms that indicate the system is not performing to specifications and provide appropriate response concerning issues with operational capabilities. Perform preventative maintenance on all equipment. Task 3: Software Maintenance: Identify symptoms that indicate the system is not performing to specifications and provide appropriate response concerning issues with operational capabilities. Support, provide analysis, creation, modification, installation, and deletion actions related to software. These activities shall be scheduled, have applicable test documentation, track configuration changes, and be able to be de-installed and return the system to a pre-installation configuration. Task 4: Testing Support: Test personnel will complete testing required to ensure all software, database files, directive procedures, perform files, and new hardware meet user requirements and do not regress the current system. Brief the GPS Wing Transition Control Board (TCB) or the 2SOPS Maintenance Control Board (MCB) as applicable, detailing the results of testing, and recommend a disposition of the modification or delivery. Task 5: System Engineering: Establish and maintain a configuration control process and coordinate actions with the depot sustainment (Level 2) activity to ensure all system baseline changes are recorded, update documentation as required, and provide notification to appropriate GPS Wing and/or 2SOPS agencies. Support analysis of vendor software interaction with COTS network system architecture based on two tier network operating environment. Task 6: Program Management: Oversee the entire organizational maintenance support effort at the New Master Control Station (NMCS) and the Alternate Master Control Station (AMCS). Program management includes cost and schedule performance baseline, funding activities and other program management requirements to include maintaining qualified personnel, supporting deployments to the AMCS, and resolving support issues with other agencies. Task 7: AMCS Facility Security: Establish and maintain a facility security program to manage AMCS Visit Access Request processes. Entry Authorization Lists, AF Forms 2586 for Restricted Area Badges and access, and coordinate other security matters and support as required with the commander?s staff in Detachment 1, 22 SOPS, and organizations within the 30th Space Wing and on Vandenberg AFB, CA. Task 8: AMCS Configuration Control: Establish and maintain a configuration control process and coordination process and coordinate actions with the AEP V5.2.2 development, AEP V5.5 development, GPS IIF Pathfinder, and/or GPS IIF System Integration Test teams and the depot sustainment (Level 2) activity. Ensure all system baseline changes are recorded, update documentation as required, and provide notification to appropriate GPS Wing and/or 2SOPS agencies. Support analysis of vendor software interaction with COTS network system architecture based on two tier network operating system. Task 9: NMCS Org. Maintenance Regression Testing: Augment the NMCS test team with no more than 3 additional testers to complete testing as required to ensure all software, database files, directive procedures, perform files, and new hardware meet user requirements and do not regress the current system. Brief the GPS Wing Transition Control Board (TCB) or the 2SOPS Maintenance Control Board (MCB) as applicable, detailing the results of testing, and recommend a disposition of the modification or delivery. Task 10: NMCS Network Specialist: Augment the NMCS org-level maintenance team with a network specialist. This person shall use applicable computing disciplines (e.g., change configuration; problem, performance, and operational management; etc.) as required to ensure that AEP/LADO networks conform to applicable DoD and Air Force Instruction to meet network security standards and requirements. This person will support the team by evaluating and briefing all changes to the GPS Wing Transition Control Board (TCB) or the 2SOPS Maintenance Control Board (MCB) as applicable and includes reviewing results of policies and instructions as well as the system Trusted Facility Manual (TFM) and any system operations and security impacts. This person will also support AMCS effort as part of the overall CLIN 24 organizational maintenance team. Task 1 is expanded to a 24x7 basis, Tasks 2 through 6 are expanded to a 16x5 basis, and Tasks 7 through 10 are included on an 8x5 basis. - Update and provide org-level hardware and software maintenance familiarization training and training materials for both AEP & LADO systems to the 50th Space Wing Network and Satellite Operations & Maintenance (NSOM) contractor after Apr 08 and work with the NSOM contractor to implement a seamless transfer of org-level maintenance responsibility from the current AEP/LADO maintenance team to the NSOM maintenance team by the end of Dec 08. - Provide Developmental Support for the Positional Training Emulator (PTE) facilities and systems by performance of the following tasks: Task 11: System Administration: Identify symptoms that indicate the system is not performing to specifications and provide appropriate response concerning issues with operational capabilities. Provide support for account restoration and other organizational level maintenance within approved security bounds. Task 12: Hardware Maintenance: Identify symptoms that indicate the system is not performing to specifications and provide appropriate response concerning issues with operational capabilities. Brief the 2SOPS Maintenance Control Board (MCB) as applicable, detailing the results of testing, and recommend a disposition of the modification or delivery. Task 15: System Engineering: Establish and maintain a configuration control process and coordinate actions with the depot sustainment (Level 2) activity to ensure all system baseline changes are recorded, update documentation as required, and provide notification to appropriate GPS Wing and/or 2SOPS agencies. Task 16: Program Management: Oversee the entire PTE organizational maintenance support effort. Program management includes cost and schedule performance baseline, funding activities and other program management requirements to include maintaining qualified personnel, and resolving support issues with other agencies. Tasks 11 through 16 are performed on an 8 x 5 basis. - Completion of all the above mentioned Level of Effort (LOE) tasks shall be the first to occur of either performance through the end of Calendar Year 2008 (CY08) or expenditure of the funding allocated for this effort. The Government will inform the contractor no later than 90 days from the end of CY08 whether it intends to exercise the option for Calendar Year 2009 (CY09).
