Description
The National Cancer Institute (NCI), Applied Research Program (ARP), plans to procure on a sole source basis regarding the publishing of an NCI Monograph, a Supplement on Improving Delivery of Colorectal Cancer Screening in Primary Care Practice, in the journal Medical Care with Wolters Kluwer Health, Inc, Lippincott Williams and Wilkins; 530 Walnut Street; Philadelphia, PA 19106. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106 (b)(1). The North American Industry Classification System code is 511120 and the business size standard is 500 employees. The purpose of this procurement is for the supplement: Improving Delivery of Colorectal Cancer Screening in Primary Care Practice to be published in the journal, Medical Care, which will present and synthesize a breadth of information about proven approaches to delivering colorectal cancer screening in primary care settings, and evaluating screening outcomes. It has great relevance to researchers, practitioners, and policy-makers. The scope of work shall include managing the review of manuscripts, copy editing, and publishing Improving Delivery of Colorectal Cancer Screening in Primary Care Practice, as a Medical Care Supplement all of which must be in format consistent with the Medical Care standard formatting. Wolters Kluwer Health, Inc, Lippincott Williams & Wilkins publishes the journal Medical Care. Medical Care is the most appropriate journal for this publication because it 1) reaches our intended audience, and 2) regularly publishes Supplements of this sort as we have proposed. They are the only source known to the NCI that has acquired this journal. Medical Care is one of the most prestigious and widely read publications devoted to health services, behavioral, and primary care research, so that the manuscripts included in the Supplement have a very wide audience among public health researchers, practitioners, and policy-makers. This current monograph builds on previous monographs already published. No other cancer and health services research-oriented journal provides a comparable publication. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM ET, on September 14, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
