- This is a notice of intent for a sole-source (i.e. non-competitive) acquisition. Accordingly, the Center for Disease Control and Prevention (CDC) intends to award a purchase order to Matrix Sciences Inc., 225 Franklin Street, Boston MA 02110; for a quantiity of 1 (one) each of the following computer software: 1.) Mascot Protein Identification System; manufacturer product number: MSS-LXU (Mascot Server for Linux: License for a cluster with no limit on the number of processors. Usage limited to CDC member institutes. 2.) Mascot Distiller 2.0; manufacturer product numbers: MD-GUI (Mascot Distiller Workstation); MD-STB (Search Toolbox); MD-DTB (Mascot Daemon Toolbox) and MD-SDK (Develop-er Toolbox).The authority for this sole source procurement is FAR Part13.106-1(b). The requirement will be procured as a commercial item in accordance with FAR Part 12.6 in conjunction with FAR 13.5, as applicable. Justification for other than full and open competition is considered due to the existence of limited rights in data, patent rights and copyrights which make this software available from only one source. Matrix Science Inc. is believed to be the only source available who manufactures and engineers software which performs database searching of mass spectrometry equipment outputs while functioning in a distributed processing environment allowing large gains in throughput utilizing high performance computing clusters of 40 or more arrayed computers. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the software are encouraged to identify themselves and give written notification to the Contracting Officer within 5 days of the publication date of this synopsis. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government.
