Description
Expression of Interest for Request for Proposal for Construction for ENVIRONMENTAL RESTORATION DISPOSAL FACILITIES (ERDF) Expansion Cells 7&8 Located at Hanford, Washington The River Corridor Closure Contractor (RCCC), Washington Closure Hanford (WCH) is planning to issue a Request for Proposal September 4, 2007 for the expansion of the Environmental disposal facilities that include furnishing and delivering required documentation, materials, equipment; and labor. A subcontract will be awarded to one subcontractor. Only those Offerors who are interested in receiving a Request for Proposal should submit a response with Company's name and address, Point of Contact, email and phone numbers via e-mail to:elau@wch-rcc.com no later than September 6, 2007. Award shall not be made to any Offeror who does not meet all minimum commercial and technical requirements of the Solicitation or cannot satisfactorily demonstrate within its proposal the ability to perform subcontract requirements. Technical: Offeror must meet the minimum experience specified in each of the following areas. Experience may be applicable to multiple areas for the same project. Admixture of a minimum of 32,000 cubic yards of bentonite, soil, and water using a pugmill system to manufacture an admix material used for three separate projects, (minimum of 150,000 cubic yards total of a RCRA Subtitle C or RCRA Subtitle D compacted soil liner with a hydraulic conductivity less than 1x10-7 centimeters per second). The qualifying projects shall have been completed within the previous seven (7) years. HDPE Geomembrane Liner Installation: Ten (10) projects within previous seven (7) years, each with minimum 10-acres. HDPE Geomembrane Liner Installation: 10,000,000 total square feet minimum experience. General Construction Ten (10) years minimum Landfill Construction Seven (7) projects within previous seven (7) years Offeror must have a minimum of three (3) years prior experience with either EPA, DOE, or DOD as a prime contractor or subcontractor performing similar type work. Offeror must have performed the type Work specified and be able to demonstrate and provide verification or documentation substantiating this experience by listing the projects for each year, including references. Business references will be checked and verified for Offeror's past performance. b) Experience listed in (a) may be from combined experience of prime contractor, joint venture companies, and lower-tier subcontractors. Offeror's proposed Key Personnel must possess the following qualifications and experience: Project Manager 10 years General Construction Management Experience 5 years at Project Management Level, working with landfill construction including composite liner (bentonite clay/soil admix, geosynthetics, etc.) systems 5 years DOE site experience. Construction Superintendent (fulltime on site position) 15 years Construction experience 5 years Supervisory Level, which shall include labor management associated with bargaining units (building trades) 5 years civil operations (excavation, backfill, paving, etc.) experience. 5 years equipment operation and maintenance experience. 5 years DOE site experience Bentonite Admix Landfill Liner Specialist/Superintendent (fulltime on site position during admix pugmill set up, test pad, operation, and placement) 10 years construction experience 5 years Supervisory Level, which shall include labor management associated with bargaining units (building trades) 5 years working with landfill admix/pugmill (bentonite/soil admix) operations experience 5 years pugmill equipment operation and maintenance experience Completed three (3) similar landfill projects each with a minimum 45,360 metric tons (50,000 tons) of acceptable bentonite admix using a pugmill. Geosynthetics Specialist/Superintendent (fulltime on site position during geosynthetics installation) 10 years construction experience 5 years Supervisory Level, which shall include labor management associated with bargaining units (building trades) 5 years working with landfill geosynthetics installation experience (geomembrane/geotextile/geocomposite, seaming, testing, repairs, etc.). In addition shall have geomembrane Successfully completed at least ten (10) projects consisting of installation of at least 929,000 square meters (10,000,000 square feet) total of HDPE liner Experience seaming a minimum of 185,800 square meters (2,000,000 square feet) of HDPE geomembrane using the same apparatus specified for this subcontract. Health and Safety Officer (fulltime on site position) 10 years General Construction experience related to safety, health and industrial hygiene. 3 years DOE site experience Experience must include a thorough understanding and working knowledge of OSHA, NFPA 1 (2006 Edition), NFPA 70E, and other governing requirements associated with performance of the scope of work See Exhibit G, GR-03 for additional qualifications/certifications Certified excavation competent person [or one available on project team] Quality Control Officer 10 years quality assurance/control experience in construction related activities 5 years DOE site experience, performing quality control/assurance 5 years landfill construction, including clay/soil admix and geosynthetics liners installation Integrated Work Control Planner (fulltime on site position) 5 years experience as a planner, journeyman in a technical trade or maintenance related trade preferably in the DOE or commercial nuclear industry An A.S. degree or equivalent with two years technical writing experience preferably related to the DOE or commercial nuclear industry Must be qualified by WCH ERDF Cells 7 & 8 Construction Scope Definition The RCCC Subcontract for ERDF expansion will require the construction of 2 disposal cells on the Hanford Site. Construction services include, but not limited to: Civil Work (grubbing, clearing, excavation, loading, hauling, backfill, grading, compacting, paving, etc.) Land Surveying Road installation and construction Admix (base soil & bentonite) Manufacture (using a pugmill) and Placement Geosynthetics Installation (texiles, HDPE, & composites) Electrical Mechanical Mobilization of construction facilities, equipment and personnel Bentonite clay/soil admix manufacture and installation Landfill liner (admix, geomembranes, geotextiles) procurement, installation, and testing work Pipe installation (below & above ground) for leachate collection systems Documentation (testing/installation records, work control, operation & maintenance manuals, etc.) Work activities include but are not limited to: Mobilization (design, submittal preparation and approval, training, facility/equipment mobilization, establish workforce, etc.) Providing equipment and materials Coordination with communication as needed (WCH and other onsite contractors and subcontractors) Engineering design and planning services (work control, procedures, O&M manuals, reports, testing, etc.) Safety and Health Program (Integrated Safety Management System and integrated work control) Quality Control Procurement activities (material certification, compliance with specifications, quality control, etc.) Craft employment, training, qualification, supervision, and management Procedure/work documentation generation, maintenance, and integrated work control Equipment Management Provide and maintain equipment (dozers/loaders, dump trucks and dump trailers, consumables, water trucks, grader, compactor, compactions equipment, testing equipment, etc.) Demobilization The Environmental Restoration Disposal Facility (ERDF) is designed to be an engineered disposal facility for low-level and mixed waste produced during environmental remediation of Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) past-practice units at the Hanford Site. A subcontract is planned to be issued for construction of up to 4 additional cells. Each cell is approximately 500? X 500? X 70?. The cells have primary and secondary leachate collections systems, admix layer (bentonite clay/soil), and primary, secondary geomembrane liners, drainage layers, etc. The scheduled completion of cells 7 and 8 (e.g. ready to received waste) is 3/09, with an extimated award date of 11/07.
