Description
Amendment 0001 dated August 29, 2007 is as follows: Quoter are advised to submit two sets of quotes. One quote should be for work to be performed from piling G11 to end of pier BENT#51. A second quote should be submitted for work to be performed along the entire pier, from G3 to BENT#51. Do NOT include boathouse platform (identified on Figure 2 with circles) with either quote. Quote due date is hereby extended to 5 September 2007 at 2:00pm. This procurement is a TOTAL SMALL BUSINESS SET ASIDE. The U.S. Department of Commerce, NOAA, has a requirement for MAIN PIER AND OUT FINGER PIER REPAIRS at the Stellwagen Bank National Marine Sanctuary in Scituate, MA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The following solicitation reference number being assigned to this procurement for tracking purposes only: EA133C-07-RQ-0813. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-18. The North American Industry Classification System Code is 238990: size standard is $13M. The Government intends to award a firm-fixed-price purchase order using Simplified Acquisition Procedures. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13.5. No Defense Priorities and Allocations System (DPAS) rating assigned. This combined synopsis/solicitation is issued for the acquisition of the following: Inspect and tighten all fastenings on the main pier and outer finger pier. Replace missing or damaged hardware with hot dipped galvanized steel material sized and configured to match existing hardware. CLINs: 0001 Base Year 9/1/2007 to 8/30/2008; 0002 1st Option Year 9/1/2008 to 8/30/2009; 0003 2nd Option Year 9/1/2009 to 8/30/2010. This facility is part of the Stellwagen Bank National Marine Sanctuary (SBNMS). The pier is constructed of wood pilings and boards that are held together with galvanized hardware. The pier is subject to intense wave action given its exposed location in Scituate Harbor (Fig. 1). The wave action causes the pilings to move slowly loosening the nuts and bolts. Consequently, periodic maintenance is required. The pier is subject to a 10? tidal range. TASKS - The contractor shall conduct the following tasks: 1. Inspect and tighten all fastenings on the main pier extending from boathouse platform (piling G in drawing, Fig. 2) to end of pier. Replace missing or damaged hardware with hot-dip galvanized steel material sized and configured to match existing adjacent hardware (assume 2% of the pier hardware will require replacement). 2. Conduct visual inspection of floating concrete docks and provide verbal report to POC.
